GENERAL O BSERVATIO NS O N AAA PRO PO SAL Introduction: It is taken that Regional level = Sub-regional  Level (SRO) & Continental Level = FARA’s Mandate Inclusion of Focus on Intra-Regional Markets  among Regional and International Markets Emphasis on Risk Management because of  Climatic Change and Emerging Pest Threats NEPAD has to pressurize African Governments to  honour their pledge to invest in agriculture 2

GENERAL O BSERVATIO NS CO NT’D FARA is lead Institution for CAADP Pillar IV  FARA and Stakeholders have created template for  CAADP Pillar IV, the Framework for African Agricultural Productivity (FAAP) A lot of experiential Learning to be done on  Application of the Subsidiarity Principle Reference to Capacity Building are put in Specific  Contexts and does not give proper relevance to the deficiencies in Human and Institutional Capacity 3

RESEARCH KNO WLEDGE SYSTEMS AND DISSEMINATIO N (RKSD) FAAP endorsed by African Heads of States  To guide Policy-makers and Agriculture Stakeholders  to achieve the African vision for Agriculture FAAP Elements of Intervention  Evolution and Reform of Agricultural Institutions and  Services Increase the Scale of Africa’s Agricultural productivity  Investments Align and Coordinate Donor Financial Support  4

RKSD CO NT’D Critical Results for ARD identified by FARA: Appropriate Institutional and Organizational  arrangements for Regional and Sub-regional ARD Broad-based Stakeholders Access to Knowledge and  Technology necessary for Innovation Strategic decision-making options for Policy,  Institutions and Markets Human and Institutional Capacity for Innovation  Platforms for Agricultural Innovation  5
    6. RKSD CO NT’D Achievements of Critical Results: Through Regional Initiatives facilitated by FARA  and SROs Advocacy and Resource Mobilization  Access to Knowledge and Technologies (RAILS and  DONATA) Regional Policies and Markets (ABBI)  Capacity Strengthening (SCARDA, BASIC)  Partnerships and Strategic Alliances (SSA CP, PAEPARD)  6
    7. RKSD CO NT’D FARA and SROs will contribute to AAA through: General Assembly (GA) composed of African Research  Institutes, Extension, Universities, Farmer Organizations, NGOs, Private Sector FARA’s GA held every 3 years as a Platform of Knowledge  Exchange on Lessons Learnt and Emerging Issues FARA’s Platforms of Innovation:   SSA CP – Sub-Saharan Africa Challenge Programme- Promoting Innovation Systems Approach to Research 7

RKSD CO NT’D FARA’s Platforms of Innovation cont’d SCARDA (Strengthening Capacity for Agricultural Research and  Development in Africa) and BASIC (Building Africa’s Scientific and Institutional Capacity) – Working with Universities to build Africa’s Capacity to build its own Capacity DONATA (Dissemination of New Agricultural Technologies in  Africa) - Disseminating New and Promising Technologies across Africa 8
    9. RKSD CO NT’D FARA’s Platforms of Innovation cont’d RAILS (Regional Agricultural Information and  Learning System) – facilitating exchange of information and knowledge among various ARD stakeholders to include the civil society organizations using the most relevant and appropriate ICT tools PAEPARD – building a platform for African and  European partnerships on ARD 9
    10. RKSD CO NT’D FARA’s Collaboration with Relevant European Bodies (EFARD, EIARD, ECART and NATURA) African priorities are shared, recognized and integrated into  European priority setting exercises European priorities and initiatives are ensured of African  relevance responding to the urgent needs and requirements of Africa to move their economic development to an acceptable level. 10
