    2. Why capacity development is necessary in Africa?
      • Africa is one of the continents the most vulnerable to the impacts of climate change (IPCC WGII report, chapter 9)
          • Importance of the negative impacts
          • Very limited capacities to adapt

      • The capacities to adapt are limited and will certainly be insufficient to adapt to climate change (IPCC WGII 4th SPM)

        • Research community
        • Local stakeholders and communities

          • The existence of national frameworks for climate change (national committees on climate change)
          • A number of existing projects related to CC (ACCCA, CCAA, etc.)
        • To be strengthened to address the integration of CC issues into national development plans

      • Increase funding to retain and create scientific capacities
      • Support centres of excellence and encourage multidisciplinary research

      • Strengthen the links between science and policy and with education at all levels
