IEEE eGovernment Carlos

  1. 1. The IEEE eGovernment Initiative Carlos E. Jimenez (@estratic) Chair. IEEE Technology Management Council Spain Head of Strategy & New Programs. IEEE Spain IEEE Technical Session 20th September, 2012. Madrid, Spain

The IEEE Mission The IEEE Vision IEEE Spain, IEEE CS & IEEE TMC Spain The IEEE Strategic Plan eGovernment & IEEE conferences, publications… The strategic relevance of eGovernment The IEEE eGovernment Initiative: mission, fields & process Our Work in Progress… References
  3. 3. What does e-Government (eGov) mean? “E-Government” refers to the use by government agencies of information technologies … that have the ability to transform relations with citizens, businesses, and other arms of government. Ends: better delivery of government services to citizens, improved interactions with business and industry, citizen empowerment through access to information, or more efficient government management… Benefits: can be less corruption, increased transparency, greater convenience, revenue growth, and/or cost reductions… e-Gov aims: to make the interaction between government and citizens (G2C), government and business enterprises (G2B), and inter-agency relationships (G2G) more friendly, convenient, transparent, and inexpensive…. “ World Bank
  4. 4. … and this is the IEEE Mission
  5. 5. Public organizations are very different from companies and private organizations In addition, Information Society has new paradigms, because society has evolved with technology IEEE’s core is addressed to the e-Government topic too Evolve from the past, means new perspectives… … and future means VISION… … but what does Vision mean?
  6. 6. 1990: The IEEE Standard Glossary of Software Engineering Terminology (Std 610.12-1990, The Institute of Electrical and Electronics Engineers, New York) defines Interoperability As “the ability of two or more systems or components to exchange information and to use that has been exchanged” And 21 years later…
  7. 7. US Government Cloud high priority requirements - 2011 Interoperability 9 times In 10 requirements
  8. 8. The IEEE Spain, IEEE TMC Spain & IEEE Computer Society IEEE Council = Group of IEEE Societies working togheter 14 IEEE Societies are member of IEEE TMC: Transversal TMC Fields of Interest: Management sciences view for In Organizations = Private & Public Organizations 1. 9. 9. The IEEE Strategic Plan... A definition of VISION is: A statement of what the world will be like after we have achieved our mission. ... & Government Strategic alignment
  10. 10. eGovernment in IEEE conferences...
  11. 11. In a lot of topics (Smart Cities, Cloud, Cybersecurity, Interoperability...)
  12. 12. ... IEEE Publications & more... (Source: Gascó, 2007)
  13. 13. eGovernment has become a strategic area in our Information Society, and IEEE is a worldwide reference in its field, and the IEEE eGovernment view was needed: This is the IEEE eGovernment Initiative • Worldwide • Transversal • IEEE CS & IEEE • IT Management , innovation, technology… • Specialized in the Governmental context (for OpenGov, GovCloud, Smart Cities, Interoperability, cybersecurity, green IT …)
  14. 14. The IEEE eGovernment Initiative Mission & Some Areas: Mission – To support public managers worldwide pursuing excellence in management of innovation and technology on eGovernment in order to be more efficient, effective and transparent, to serve to the citizen. Some related interest areas: 1.Design of governmental systems, standards, architectures and configurations for interoperability 2.Infrastructure and underlying architecture in public organizations 3.Project design, scalability, maintainability, special policies, standard development platforms, etc 4.Protection and hosting of data, privacy, resistance to hacking and break-in, resilience to failures and emergencies.... 5.Change management in the public organizations. 6.IT and Information Systems strategic alignment with the “public policies”, principles and e-Government strategies.
  15. 15. The growing process of the IEEE eGovernment Initiative : IEEE Special Technical Community on eGovernment • Newsletter for the eGovernment community • Workshops, co-located with IEEE conferences, for authors and attendees • Draft standards, • Technical articles periodicals • Courseware for government IT practitioners” … to various
  16. 16. Speeches in specialized and very relevant fora
  17. 17. Open Government Data
  18. 18. e-Government Cybersecurity Standards & best practices from e-Business world could be used The process approach for information security management presented in ISO/IEC 2701:2005 encourages its users to emphasize the importance of: a) understanding an organization’s information security requirements and the need to establish policy and objectives for information security; b) implementing and operating controls to manage an organization's information security risks in the context of the organization’s overall business risks; c) monitoring and reviewing the performance and effectiveness of the ISMS; and d) continual improvement based on objective measurement. but... e-Government cybersecurity is harder to control: complex structure & accountability (decentralized, multi-organism, dispersed authority, independent agencies) Develop IEEE specific forum is a must 18 By Hector Puyosa: IEEE eGovernment Cybersecurity
