        • what the user departments re. 1-8 want

    • Scenario 2: Target audience = donors
      • Spend 50% of effort on IPP formulation
      • 50% on Master Plan and Project plans
      • Content of IPP:
        • extensive context information
        • solid analysis of opportunities and threats in the environment
        • reference to BPR process + realistic assessment of organizational strengths and weaknesses
        • clear structuring of actual ICT topics
        • conclude with priorities – consistent with the analysis!
        • Indicate what AMU will do anyway, and for what you may require external support
      • Form of IPP:
        • main document max 15 pages
        • details in annexes
