    • - DIRECT SUPPORT TO LOW COSTS
    • - DIRECT SUPPORT TO COMPETIVNESS
    • - NO HIDDEN FAVORITISM/CLIENTELISM
    • - NO DISCRIMINATION
    • - EQUAL OPPORTUNITIES ON THE WHOLE EU INTERNL MARKET
    • - PUBLIC CONTROL
    • - GOOD CHANCE ALSO FOR SME & SMALLER COMPANIES
  • 5. SUPPORT TO E-PROCUREMENT ON THE EU LEVEL
    • THERE EXIST VARIOUS FORMS OF LEGISLATIVE AS WELL ORGANIZATIONAL AND METHODICAL SUPPORTS LIKE:
    • SEMINARS/CONFERENCES
    • DISCUSSION FORUMS AND WORKING GROUPS
    • EU FUNDED PROJECTS AND NETWORKS, WITH PROPOSERS INFO DAYS, INFO CELLS, WORKSHOPS, NETWORKING AREAS, PROPOSED PROJECT PRESENTATIONS, ETC.
    • ALMOST EVERY CALL FOR PROPOSALS CONTAINS SOME DIRECT OR INDIRECT SUPPORT TO SOME E-PROCUREMENT RELATED PROBLEM AREAS E.G. THE LAST PROPOSER DAY IN BUDAPEST 19-20/5/2011 UNDER THE 7FP/ICT HAS HAD CALL FOR PRE-COMMERCIAL PROCUREMENT, ETC.
    • TECHNICAL & METHODICAL AND FINANCIAL SUPPORT
    • NATIONAL CONTACT POINTS
    • WEB BASED SUPPORT PLATFORMS
    • LEGISLATIVE ACTS LIKE DIRECTIVES ON E-SIGNATURE AND/OR VARIOUS OTHER DIRECTLY OR INDIRECTLY SUPPORTING E-PROCUREMENT, E-INVOICING, ETC. ACTIVITIES
    • EXPERT GROUPS, NETWORKS OF EXCELLENCE
    • ALL OF THEM ON THE WIDE INTERNATIONAL LEVELS ACCROSS THE EU AND BEYOND AS WELL AS THE COMBINATIONS OF ACADEMIA, PRIVATE SECTOR, PUBLIC SECTOR, SME, ETC.
  • 6. NOT SO POSITIVE SITUATION ON THE NATIONAL LEVEL OF THE EU MEMBERS
    • - NOT ENOUGH ENTHUSIASM AND REAL DEDICATION TO MAKE SYSTEM MORE TRANSPARENT, PUBLIC, OPEN, CHEAPER, ETC.
    • - IN SOME CASES EVIDENT OBSTRUCTIONS HOW NOT TO USE NEW APPROACH TO E-PROCUREMENT
    • - ONLY A “LIP” SERVICES TO NEW APPROACHES WITH WIDE USAGE OF ALL BUREAUCRATIC OBSTACLES
    • - SLOW AND INEFFICIENT IMPLEMENTATION OF THE EU LEGISLATION INTO NATIONAL ONES:
    • - VERY DIFFERENT INTERPRETATION OF THE EU LEGISLATION ESPECIALLY DIRECTIVES LIKE ON E-SIGNATURE AND THEN ITS IMPLEMENTATION
    • - LONG PERIODS FOR ENACTING THE EU LEGISLATION ON THE NATIONAL LEVELS
    • - LITTLE BENEFITS OFFERED LIKE IN CASE OF E-SIGNATURE
    • - IN SOME CASES TOO EXPENSIVE FOR PRACTICAL USAGE ESPECIALLY BY THE SME
  • 7. HOW TO IMPROVE IT?
    • TO SPEED UP THE DEVELOPMENT AND ESPECIALLY IMPLEMENTATION OF THE E-PROCUREMENT, E-INVOICING, E-SIGNATURE, E-PAYMENT AND E-GOVERNMENT IN GENERAL
    • THE HORIZON FOR THIS PROCESS – THE END OF THE 7FP I.E. 2013 AT THE LATEST (E-INVOICING HAD A HORIZON OF 2020?!)
    • THE 7FP HAS TO BE MORE SUPPORTIVE TO THESE IMPORTANT E-SYSTEMS INCLUDING E.G. CREATION OF “NETWORKS OF EXCELLENCE” FOR THESE E-INITIATIVES AND/OR PROJECTS
    • THE LEGISLATIVE SUPPORT HAS TO BE MORE STRICT AND DIRECTIVE WITH ADEQUATE SANCTIONING
    • ANY FAILURE HAS TO BE REFLECTED IN THE LIMITED/RESTRICTED ACCESS TO ALL OTHER EU FUNDING SCHEMAS
    • THERE IS NO TECHNOLOGICAL JUSTIFICATION FOR ANY DELAYS OR INCONSISTENCIES IN THE DEVELOPMENT BUT MISSING NECESSARY POLITICAL WILL AND DECISIONS
    • THE EU MEMBER STATES HAVE TO ASSIGN IN THE BUDGETS AT LEAST THE MINIMAL EU REQUIREMENTS OF THE GDP PERCENTAGE FOR SUPPORTING EDUCATION, R&D AND THE DEVELOPMENT OF THE KNOWLEDGE BASED ECONOMY AND INFORMATION SOCIETY ALSO IN THIS CRUCIAL AREAS OF E-PROCUREMENT, ETC.
