Major Issues of the
Policy Framework
§ Competition
– On ENUM Tier 2 (Registrar and Name Server Provider) it shall
be possible in any case to have fair competition on the basis of
a level playing field
§ Integrity of E.164 numbering space
– Integrity of E.164 numbering space and associated ENUM
domain space must be assured under any circumstances
§ Validation
– Necessary validations shall be possible for all players on their
respective level (i.e. for ENUM SP, which are no TSP)
– Extent of validation to be investigated in dedicated sub-group
BAKOM . ENUM Workshop . 2002-11-25 . Biel/Bienne 15
Validation is key ...
(. . . at least for the regulator)
– To verify the identity of the ENUM subscriber
– Already known (easy)
– Not known (online, face-to-face, id-card, …)
– Authentication (password, …)
– To verify that the ENUM subscriber is the assignee of an
E.164 number
– Already known (easy)
– Not known (last bill from TSP, letter of confirmation, …)
– To verify that this E.164 number is in operation with a TSP
– Known, because of own customer (easy ?)
– Not known (central database, directory, info from TSP, …)
– To verify that item 2 and 3 are still valid
– Otherwise: cease ENUM delegation
– Most problematic validation
BAKOM . ENUM Workshop . 2002-11-25 . Biel/Bienne 16
Validation for the Trial
(not suited for future commercial phase)
§ Participation of subscribers already known only
– later identification via billing address possible
§ E.164 number shall be listed in public directory
– data to be the same as in application for ENUM delegation
§ Geographic and mobile numbers only
– Other numbers after consultation with RTR possible
§ Validation and de-validation with periodic check to be
done by ENUM service provider (registrar)
§ Open issue: corporate ENUM subscribers
§ Evaluation of methods during trial

§ Summary
BAKOM . ENUM Workshop . 2002-11-25 . Biel/Bienne 21
Summary
§ Strong joint effort of industry and authority puts Austria
amongst the first to start an ENUM field trial
§ RTR policy framework is intended to enable a first trial
within a short timeframe not demanding all the problems
to be solved in advance
§ Validation as well as competition are issues discussed
controversially in the first months of the work
§ Finally, we hope to see a Swiss ENUM Trial to take off
soon and would like to invite you to interwork with the
Austrian ENUM Trial
