Major Issues of the Policy Framework § Competition – On ENUM Tier 2 (Registrar and Name Server Provider) it shall be possible in any case to have fair competition on the basis of a level playing field § Integrity of E.164 numbering space – Integrity of E.164 numbering space and associated ENUM domain space must be assured under any circumstances § Validation – Necessary validations shall be possible for all players on their respective level (i.e. for ENUM SP, which are no TSP) – Extent of validation to be investigated in dedicated sub-group BAKOM .
