  • 1. A Primer on the Philippine eHealth Strategic Framework and Plan National eHealth Governance DOH-DOST
  • 2. Background Information technology has become affordable and pervasive. Case in point: the mobile phone in your pocket Yet, despite this, IT has not been effectively used in the health sector. There will be tremendous benefits if key healthcare processes can be computerized.
  • 3. Background In order to create an enabling environment for the use of IT in healthcare, DOH and DOST with the guidance of WHO, crafted the Philippine eHealth Strategic Framework and Plan (PeHSFP). The PeHSFP is our roadmap to how we will use IT for healthcare in the country.
  • 4. Brief History DOH and DOST are jointly managing the Philippine eHealth Strategic Framework and Plan. July 2013: a joint national eHealth governance structure was formed Sept 2013: DOH and DOST participated in a writeshop on the WHO-ITU National eHealth Strategy Toolkit. PeHSFP maps to the framework of the Toolkit.

  • 9. Strategy/Investment and Legislation, Policy and Compliance - DOH-DOST DOH will adopt an internationally-accepted IT Governance Framework.
  • 10. Capacity-building for the Workforce The IT Governance Framework clarifies the capacity-building roadmap for eHealth governance and management.
  • 11. DOH will adopt internationally accepted certification programs for capacity-building in eHealth.

  • 14. Standards and Interoperability - DOH-DOST DOH and DOST (with support from MITHI) will build the Philippine Health Information Exchange.
  • 15. Services and Applications MITHI will support the foundational eHealth systems in 2014- 2015.

There are other projects that are ongoing at DOH.
