Scheme of Electronic Manufacturing Clusters to provide to provide world class infrastructure for attracting investments in the Electronic System Design and Manufacturing sector(ESDM)  EMC scheme aims to minimize the infrastructure disabilities and attack investment in manufacturing of electronic products by providing good infrastructure  Financial Assistance for Greenfield and Brownfield EMCs by way of Grant-in-Aid  Greenfield EMCs – 50% of project cost subject to ceiling of Rs. 50 cr. / 100 acre land. Employment Statistics  Infosys has around 3,000 workforce in the existing Infocity and targets to employ another 3,500  Other major players like TCS, Wipro and Tech Mahindra have a total manpower of 5,000.  The second campus in the InfoValley would have a pool of 5,000 employees in all.  According to STPI 12000+ Software professionals engaged in the State 14

Government for IT in ODISHA  Investor friendly Industrial Policy and IT Policy of Govt. of Orissa  Offers benefits like interest subsidy, electricity duty exemption, stamp duty exemption, self certification for labour and other state and central enactment etc.  Strong institutional support by STPI, IDCO, OCAC.  e-Goverance initiatives including e- Registration, eTreasury, e- Commercial Tax, e- Abhijog, SAMS, e- District, eDispatch, e- Municipality and many more for faster dissemination of information, quick decision making, transparency in administration and above all , bringing administration nearer to the people to alleviate their grievances. 21

Conducive environment for Business Potential  Endowed with rich mineral resources and surplus power, the State has attracted investments of over USD 100 Billion to be implemented over next 7-10 years in sectors like metals, petrochemicals, power, IT, hospitality and higher education.  Business conglomerates like Tatas, Aditya Birla, Vedanta, POSCO, Jindal, Reliance ADAG have made Odisha their destination of choice.  These investments in turn would create newer opportunities and market for local IT Industry. Political stability in the State along with its warm and hospitable people make Odisha an attractive proposition for the most discerning investors. 23

ICT Policy 2014  To promote Odisha as an attractive investment destination for IT/ITES/ESDM companies by providing them with a congenial, industry friendly and proactive industrial climate and making infrastructure, supporting facilities and pool of trained manpower available for entrepreneurs at affordable cost.  To make Government more accessible to citizens and empowering them through enhanced access to information while improving governance through the use of IT and enhancing the quality of services to citizens.  To promote new IT/ITES destinations across the state by providing assistance in setting up quality IT infrastructure including IT parks. 25
  • 26.  To create world class ICT infrastructure for seamlessly connecting and integrating all ICT operators, Service Providers, Government, Regulators and end users.  The main thrust of the proposed policy would be to create ten times growth in the quantum of export of IT materials and to increase the employment potential by 60,000 in the IT and ITES sector by 2020.  The policy would provide attractive incentives including financial assistance to the prospective IT entrepreneurs.  To create “Brand Odisha” for IT/ITES/ESDM Industries across the globe. 26

Confederation of Information Technology Enterprises - CITE To watch, protect and promote interest of IT and ITes-BPO sector in Odisha. To work as liaison organization between members and Government of India, Government of Odisha and their agencies. To work and facilitate infrastructure development and other facilities with Government of India, Government of Odisha, IDCO, OCAC or their agencies. 28
