CSC and its Objective Common Services Centers (CSC) ( ) :Implemented under the National e-Governance Plan (NeGP) formulated by the Department of Electronics and Information Technology (DeitY), Government of India, the Common Services Centers (CSCs) are ICT enabled front end service delivery points at the village level for delivery of Government, Financial, Social and Private Sector services in the areas of agriculture, health, education, entertainment, FMCG products, banking, insurance, pension, utility payments, etc. Objectives Officially, the objectives of the CSC have been stated as follows: •Access to information : all remote/ rural citizens •Delivery of public services – G2C & B2C •ICT for rural Empowerment of socially disadvantaged people for inclusive growth •Access to cost efficient & quality services •CSC as a change agent - To promote rural entrepreneurship, enable community participation and effect collective action for social improvement 5

Opportunities for Ex-Army Personnel/ their families As Village Level Entrepreneurs, who will franchise the CSC from SCA for a village (Investment required by VLEs in the form of equity or security deposit) •As CSC Operators •In SCAs Team –Senior Management Team positions such as State Project Directors, Managers, IT Manager, Admin Managers, HR Managers etc. –Middle Manager –Front Line Team for Sale, Erection of CSCs, distribution of Products/ Services for CSCs, supervision of CSCs 6

CSC----the project stakeholders The CSC project has a 3-tier implementation framework involving the following stakeholders: State Designated Agency(SDA) - SDA would be the nodal agency at state level involved for the monitoring and supervision of the project progress at the state level. Service Centre Agency(SCA) - This would be the main implementing agency providing the required investment budget and the functional specifications of the CSC. This would be equivalent to a franchisor of the CSCs, typically for one or more districts, as identified by the SDA. Village Level Entrepreneur(VLE) - This would be the local level entrepreneur who would be in-charge of running the daily operations of the CSC after its implementation. This is loosely equivalent to a franchisee and would serve rural consumers in a group of 5-6 villages. 7

    13. 13. Haryana (e-Disha ekal Seva Kendra)/CSC Haryana is one of the earliest states to initiate the CSC Scheme in April 2007. By 2008, it became a first State in the country to complete 100% CSC rollout wherein all the 1,159 CSCs had been rolled out across the state. However, there was withdrawal of the Service Centre Agencies (SCAs) owing to their failure to meet contractual commitments. The State Government through Hartron, the State Designated Agency is in the process of selecting new Service Centre Agencies (SCAs). 13
