Seismic data describe only the geographical place and the strength. Reliable data are missing to the degree of the destruction. Data of seismic sensors bring only accelerations. Data to the degree of the destruction must come objectively of the building (object). The data necessary for it are determined with acousto elastic sensors. These sensors are built directly into the concrete. Advantage of these sensors: Inexpensive and practically indestructibly. Subsidiarity is the idea that the central authority should have a subsidiary function, performing only those tasks which cannot be performed effectively at local level.
