  • In Innovate Row:
    By 2014, Egypt can
Leverage its human capital and grow its innovation-driven ICT services revenues by US$0.7bn by 2014 (plus a further US$0.5bn from new technology firms and licensing)
Create42,000 new jobs in the ICT sector by 2014
  • Learning will occur from knowledge acquired through technology transfers, partnerships and other adaptation of best practices from other countries, as well as from local success stories

Success in innovation will stimulate the creation of local content in production, export value and information generation across Egypt’s ICT sector, and society in general
Egypt can overcoming existing hurdles by finding creative ways to leapfrog and innovate in ICT and make progress with regard to foreign investment, job creation, and new ways of innovating and doing business

  • Innovation Pillars – brief description
    Innovation Culture
Nothing happens in a vacuum. For innovation to flourish, the culture of business needs to be supportive. The concept of an innovation culture is meant to represent all aspects of developing an outlook that fosters and encourages innovation at all levels of business, with particular attention paid to Education. Within this direction are measures designed to bring the idea of innovation to a wide public, and to provide services to those already engaged in creating the ‘next big thing’

    Innovation Brand and Prizes
Foreign Direct Investment (FDI) is of vital importance to the development of the ICT sector. To that end, Innovation Brand seeks to promote Egypt as an “Innovation Hub”, highlighting the competitive nature of its infrastructure and the strong desire of government to assist companies in locating facilities in the country. A radical component of this is the Innovation Prize Series – a collection of prizes on offer to those entrepreneurs (both foreign and domestic) who can successfully solve ICT-related challenges.

    IP Exchange
The IP Exchange serves as a unique clearing-house and facilitator, reducing the costs of registering and using Intellectual Property (IP) by serving as a central point for help and guidance as well as a place where IP can be bought and sold. By providing such an exchange, companies can quickly and efficiently develop their own IP strategies as well as identify and license those technologies they need for their businesses to thrive.

    Clusters and Optimization
Some of the most successful Innovation Hubs are clusters that have developed spontaneously around resources such as Universities, Government grants and specific technologies. This direction examines how best to capitalize on the work already done in Egypt around the “Smart Village” concept, and how to replicate it elsewhere in the country, as well as develop the robust associated industries that would be needed to make a cluster self-sufficient (such as Venture Capital).

    Business Environment
Making it easier to be an entrepreneur means examining closely the business environment in which firms operate. This direction focuses on the legal, fiscal and regulatory environment with a view to easing the burden on starting companies, finding the talented people need to operate them and capitalizing on their success to fuel the next round of start-ups.

    Infrastructure
Both technology and people are cornerstones of a knowledge economy. Without the technology to provide connectivity and services wherever needed, it is very difficult to capitalize on the potential of an economy. Without smart, motivated and qualified people, companies cannot innovate and grow. This direction looks at both issues and how best to meet the challenge of providing sufficient quantities of both.

  • Concept
A repository of best practice when it comes to innovation
Sharing of processes to best promote innovation (both in MNCs and SMEs)
Bring in external success stories and learn lessons
In collaboration with Universities / Research canters

    Background
Setting standards around best practice has proved highly effective at raising quality levels
    Software quality metrics
    Building codes
    Medical checklists
  • Create a repository of best practices in ICT innovation (in MNCs and SMEs)
Create a database of experts working in innovation in the ICT sector providing easy links to the best of Egypt’s best
Offer certification in innovation for local and regional firms
Implement training courses for enhancing innovation, improving innovation certification levels and moderating sharing of innovation ‘war stories’
Create Egypt ICT Foundation to provide funding for advanced research in ICT to leading Egyptian firms and universities
Use Repository as element of brand strategy by opening access to companies and experts from outside Egypt (coordinated, rich content, MNC/FDI friendly)
Publish research and white papers on ‘Innovation success stories’ highlighting how innovation can work in Egypt/regionally
Use learning from the Repository to seed Innovation/Entrepreneurship courses at university level
Launch Open Data Egypt initiative to give citizens access to high value, machine readable datasets from the government
  • Growth can be stimulated through incentives
    Tax packages
    Shared services
    Reducing paperwork/ filing burden
  • Increase funds to bridge the Funding Gap along the innovation process (e.g., enhance/grow public innovation fund, work with TIP/TDF)
Create community of local business angels and sources of venture capital focused on clusters
Target VC arms of existing global firms in Egypt to invest in early stage local ventures
Encourage creation of venture funds within local (large) firms to fund innovative ideas and spin-offs from own employees
Create a technology observatory to scan and identify key future technologies for Egypt’s ICT industry’s development
Provide platforms to bring together diverse groups (entrepreneurs, VCs, academics, etc.) to discuss and catalyze entrepreneurial activity
Create a brand strategy for each cluster/smart village
Enhancing and widening business plan competitions for university graduates/faculty (with ITAC)
Provide financial vehicles for Egyptian citizens to invest in innovative ICT SMEs
Create social and project-based interaction between clusters and local communities
  • PlugandPlay (PnP) incubator in Cairo – an important step to promote entrepreneurship and innovation in Egypt. PlugandPlay will house hundreds of entrepreneurs in the next three years. entrepreneurs will be mentored, financed to accelerate the growth of the most promising start-ups in Egypt .
