Publication in refereed journals is a universal requirement for faculty tenure in HEIs
Assumptions regarding peer-reviewed or refereed journals:
High quality
Credible
Integrity
However, practice of peer-review is not uniformly implemented
Gave rise to huge variance in the quality of HEI journals

CHED Journal Accreditation Service (JAS)
Mechanism through which a national standard for peer review and journal refereeing system can be implemented uniformly for all journals published by Philippine HEIs and other organizations

CHED Journal Accreditation Service (JAS)
Service which ensures that journals passing thru a rigid evaluation process shall be accredited in compliance to nationally accepted standards and practice of refereeing and peer review

Criteria for Evaluation of Research Journals
Composition and Qualifications of the Editorial Board
Recruitment and Qualification of the Peer Reviewers/External Referees
Type of Refereeing System Adopted
Overall Appearance, Timeliness and Regularity of the Journal

I. Editorial Board Composition
Editorial Board consisting of:
At least three (3) recognized research experts
Two (2) or more major research papers (beyond thesis or dissertation) published in a refereed journal in the last five (5) years
Editors are research experts in the disciplines covered by the journal
One (1) of the editors has published an original research article in an internationally indexed journal

Editorial Policies
Refereeing system or external review policy
Policy for acceptance or rejection of a
research manuscript
Each manuscript is peer-reviewed by (2) referees who are experts on the subject matter
Editors transmit the comments of the external or peer reviewers to the authors

Revised manuscripts are evaluated by the editors through the Editorial Board for compliance to the suggestions of the referees prior to actual publication

III. The Journal
Has an editing process that ensures no grammatical and factual error
Printed articles contain citations, references and bibliography in appropriate and consistent format
Whole appearance is acceptable and contains the standard elements of a reputable journal

IV. Regularity and Timeliness
Promptly printed as announced and
at regular intervals
Widely circulated
Number of copies
Number of subscribers
