Rationale <ul><li>Publication in refereed journals is a universal requirement for faculty tenure in HEIs </li></ul><ul><li>Assumptions regarding peer-reviewed or refereed journals: </li></ul><ul><ul><li>High quality </li></ul></ul><ul><ul><li>Credible </li></ul></ul><ul><ul><li>Integrity </li></ul></ul><ul><li>However, practice of peer-review is not uniformly implemented </li></ul><ul><ul><li>Gave rise to huge variance in the quality of HEI journals </li></ul></ul>
  3. 3. CHED Journal Accreditation Service (JAS) <ul><li>Mechanism through which a national standard for peer review and journal refereeing system can be implemented uniformly for all journals published by Philippine HEIs and other organizations </li></ul>
  4. 4. CHED Journal Accreditation Service (JAS) <ul><li>Service which ensures that journals passing thru a rigid evaluation process shall be accredited in compliance to nationally accepted standards and practice of refereeing and peer review </li></ul>

Criteria for Evaluation of Research Journals <ul><li>Composition and Qualifications of the Editorial Board </li></ul><ul><li>Recruitment and Qualification of the Peer Reviewers/External Referees </li></ul><ul><li>Type of Refereeing System Adopted </li></ul><ul><li>Overall Appearance, Timeliness and Regularity of the Journal </li></ul>

Editorial Board Composition <ul><li>Editorial Board consisting of: </li></ul><ul><ul><li>At least three (3) recognized research experts </li></ul></ul><ul><ul><li>Two (2) or more major research papers (beyond thesis or dissertation) published in a refereed journal in the last five (5) years </li></ul></ul><ul><li>Editors are research experts in the disciplines covered by the journal </li></ul><ul><li>One (1) of the editors has published an original research article in an internationally indexed journal </li></ul>

Refereeing System <ul><li>Editorial Policies </li></ul><ul><ul><li>Refereeing system or external review policy </li></ul></ul><ul><ul><li>Policy for acceptance or rejection of a </li></ul></ul><ul><ul><li>research manuscript </li></ul></ul><ul><li>Each manuscript is peer-reviewed by (2) referees who are experts on the subject matter </li></ul><ul><li>Editors transmit the comments of the external or peer reviewers to the authors </li></ul>

The Journal <ul><li>Has an editing process that ensures no grammatical and factual error </li></ul><ul><li>Printed articles contain citations, references and bibliography in appropriate and consistent format </li></ul><ul><li>Whole appearance is acceptable and contains the standard elements of a reputable journal </li></ul>
