Unresolved Issues discussed in the TWG1  development of open education resources has to consider various traditions/languages in different countries  policy makers should consider both economic and educational needs  how to adapt curricula / assessment /… to personalized learning  planing the physical and social environment allowing students to work individually using IT  who defines the purpose of education?
