    • Scientific cooperation for the “Cross-Border Cooperation Programm Romania – Bulgaria 2007 – 2013”

    • The eligible area
    The Romania-Bulgaria border is one of the longest within the EU, measuring 610 km of which 470 km represented by the course of the River Danube, with a population of over 5 million inhabitants, spread across 71,930 sq km
  • 4.
    • Total value of the Programm: 217,823,757 EUR
  • 5.
    • Priority Axes and Key Areas of Intervention
    • Priority axis 1: Accessibility
    • 37% of the EU budget allocated to the programme.
    • Improved mobility and access to transport, information and communication infrastructure.
    • The objective of this axis is to improve conditions for crossing the border and to develop the transport and communication infrastructure in the area.
    • Priority axis 2: Environment
    • 35% of the EU budget allocated to the programme.
    • Sustainable use and protection of natural resources and environment and promotion of efficient risk management in the cross-border area.
    • The objective of this axis is to protect the environment, by dealing effectively with natural and technical risks (floods, water and air pollution etc) and joint emergency responses.

    • Priority axis 3: Economic and Social Development
    • 22% of the EU budget allocated to the programme.
    • Economic development and social cohesion by joint identification and enhancement of the area’s comparative advantages.
    • The objective of this axis is to enhance the economic development of the eligible areas through business infrastructure support, training of the human factor, and cooperation between communities and institutions. 
    • Priority axis 4: Technical assistance
    • 6% of the EU budget allocated to the programme.
    • The objective here is to ensure that the funding is properly managed, monitored and accounted for and that the programme has quality results.

    • General objective: The project aims is to contribute to the economic and social development of the cross-border area by using the research, development and innovation, enhanced through the partnership between:
        • Universities and research institutes / entities as generators of R&D&I;
        • SMEs as beneficiaries of R&D&I;
        • Public administration as facilitator of technological transfer from the generators to the beneficiaries and sometime and final user of research and technological transfer.
        • In the same time, the strategic project is focus on developing a cross-border innovative driving force to support the SMEs for cross-border cooperation and to increase their international competitiveness.

    • Summary: The project aim to solve a problematic situation of Dobroudja area through a joint development and implementation of an integrated (information- and technology-based) agricultural management system, designed to identify, analyze and manage site spatial and temporal variability within fields for optimum profitability, sustainability and environmental protection. The proposed integrated system will reduce the disadvantages resulted for agriculture from the specific geography of the Dobroudja area. The agricultural management system includes intervention measures recognized as environmentally friendly and with increased effectiveness for protection of the environment.
