STRATEGY – Design of the Thermal Regulation 1994 – Program Design • Previous experience of the Incentive Program (economic) to the Thermal Conditioning – PIAT (1991) • Obligatory Compliance, in all kind of housing, in all the country • General Ordinance of Urbanism and Constructions • Policy - Sequence • 1° To Avoid and minimize the Energy Losses (isolation) • 2° To use and maximize the External and Internal gains • 3° In case of heating needed, efficient system, cheap and no polluting • Conditions of the Regulation: • Easy to understand • Easy to apply • Easy to control José Pedro Campos R. – Executiive Director 8

STRATEGY – Design of the Thermal Regulation GENERAL OBJECTIVES To Improve Life Quality of the Population • Greater Habitability • Greater Health • Less Pollution • Less Indoor Humidity • Greater Durability To Reduce and optimize the energy consume in heating - EFFICIENCY • The reduction of energy expense is not necessarily expected • It is expected to improve the Thermal comfort of the present consume • To reduce energy consume in housings through central heating To Promote and stimulate the productive, academic, gremial and research activities •To contribute to the development of the country José Pedro Campos R. – Executiive Director 10

DEVELOPMENT - 1° Stage of the Thermal Regulation 2000 Design of the Thermal zoning for applying the regulation • Hugh climate diversity • 4.500 kilometers of latitude • 200 kilometers of width and great height difference • Zoning based on Degree-Day (base 15°C) • 7 zones for all the country • 3 zones per district maximum José Pedro Campos R. – Executiive Director 11

DEVELOPMENT – PPEE and Energy Ministry 2005 - Country Program Energetic Efficiency PPEE • “To consolidate the efficient use as an energy source contributing to the sustainable energetic development of Chile” • Created in 2005, reporting to the Economy Ministry • It reports at present to the National Commission of Energy (2008) 2010 - Energy Ministry • February 1st, 2010, Law N° 20.402 • “To elaborate and coordinate the plans, policies and regulations for the good functioning and development of the sector, to velar for its complying and to advice the Government in all those subjects related to energy. • It includes the Energetic Efficiency Division (2010) Constitution of the Chilean Agency of Energetic Efficiency • Public-Private Corporation José Pedro Campos R. – Executiive Director 18

To implement the Energetic Certification in Housings • Most of the work is done • There is a progress for its implementation To extend the Thermal Regulation in Tertiary Buildings • To optimize and minimize the use of energy in no housing buildings To regulate the equipments and fuels for heating • To eliminate the “open flame” systems • To regulate the efficiency of equipments • To regulate the quality of the fuels To regulate the conditioning systems and indoor air renewal • To improve the indoor air quality José Pedro Campos R. – Executiive Director 22
