    • eBay Certified Provider Program Certification Guide 1 OVERVIEW The goal of the eBay Certified Provider program is to validate and provide visibility to companies that provide eBay services to others. The eBay Certified Provider Program was established to recognize the best-of-breed eBay Platform innovators who are helping eBay users grow their businesses through services, including task based, technology, or market data licensing services. 1.1 Program Definition The eBay Certified Provider Program is a valuable collection of educational and marketing resources that recognizes your expertise, rewards you for continued success in the eBay marketplace, and delivers tools to help your business thrive. Currently, eBay provides two different certification designations to assist with the needs of a broad range of providers in two basic areas: Certified Service Providers – For those who perform tasks for eBay buyers and sellers, like responding to buyer inquiries, designing store and listing templates, or providing recommendations on the best ways to sell on eBay. Certified Solution Providers – For those who offer eBay users an interface to the eBay Platform through a software application. We encourage companies of any size, and who help eBay users scale their eBay businesses in many ways, to become certified. 1.2 Relationship to Other eBay Programs eBay programs are designed to allow you to choose to become a member of any of our programs to suit your business needs. Each program has its own set of criteria to become a member, as well as its own unique benefits. You may choose to utilize the services of Certified Providers instead of becoming one. If you would prefer to purchase software and services, visit the eBay Solutions Directory at http://solutions.ebay.com. 1.2.1 Developers Program This program is separate but related to the Developers Program, and you may join either or both. Here is some guidance: 1. If you provide a software application that uses the eBay API but do not offer services, join the eBay Developers Program and get an eBay Compatible Application logo for your product by certifying the application through the eBay Developers Program. 2. If you provide a service using a software application that you have built or offer both software and services, you can obtain a eBay Compatible Application logo for your software application, and obtain a eBay Certified Solution Provider logo through the eBay Certified Provider Program. First join the eBay Developers Program and get your software application certified, then become an eBay Certified Solution Provider through the eBay Certified Provider Program. If you offer services and wish to be validated by eBay and want a logo but do not provide a software application, then you can earn the eBay Certified Service Provider logo through the eBay Certified Provider Program. 1.2.2 PowerSeller Program PowerSellers are eBay top sellers who have sustained a consistent high volume of monthly sales and a high level of total feedback. Visit http://pages.ebay.com/services/buyandsell/welcome.html to learn more. 1.2.3 Trading Assistant Program Trading Assistants are eBay sellers who can sell items on behalf of others on eBay for a fee. • eBay Certified Provider Program Certification Guide 3 CERTIFYING COMPANIES This program is dedicated to certifying companies that provide these services as they relate to eBay users: • Marketplace Strategy Consulting • Merchandising Design and Creative • Financing, Leasing or Checkout Services • Outsourced Customer Support • Product Sourcing • Customer Acquisition or Retention Services • Fulfillment and Logistics • Inventory Management • Transaction Management • Auction Metrics and Reporting • System Integration and Custom Development • Business, Finance & Tax Solutions To become a Certified Provider, you must offer one or more of the above services dedicated to the eBay platform as a billable item to your customers. If you provide software products, but not services, the eBay Developers Program can certify your application. To support a wide range of providers, we have created two distinct certification designations: • Certified Service Providers • Certified Solution Providers Each designation has its own certification track and includes slightly different criteria to become certified. You will be eligible to become only one or the other based on your solution offering focus. You may switch your designation to suit the changing needs of your business. See Switching Designations to find out how. Type Service Provider Solution Provider Description • Performs Tasks for Others • Performs Tasks for Others Based on Software Coding or eBay Market Data Examples • Merchandising Design & Creative • System Integration • Consulting Services • Custom Development • Outsourced Customer Support • Auction Management Through Your Software Application • Data Analysis Requirements • Individual Certifications • Individual Certifications • Customer References • Customer References • Business Overview Submission • Business Overview Submission • eBay Related Services Offered • eBay Related Services Offered • eBay Developers Program Standard Application Certification -and, if applicable- Market Data Agreement Version 1.0 Page 7 of 22
    • eBay Certified Provider Program Certification Guide 3.1 Certified Service Providers Certified Service Providers perform tasks for their eBay buyer and seller customers. They do not focus their business on offering software programming that interfaces with the platform through the API or through any other means, nor do they use any software application that they’ve built to support the services they perform. Certified Service Providers offer many services, including: • Offering recommendations to eBay users on what, when, where, and how to sell on eBay • Designing templates for eBay listings and eBay Stores • Answering email inquiries to eBay buyers on behalf of eBay sellers • Sourcing, warehousing, or shipping products for eBay users • Qualifying bidders 3.2 Certified Solution Providers Certified Solution Providers utilize a software application that they have built, or eBay Market Data that they have licensed to support their business. They offer many solutions, including: • Integrating inventory management systems with the eBay platform • Developing custom software to assist with eBay transactions • Utilizing their own software to manage transactions for their eBay user customers • Providing eBay data reports to their customers You may offer to interface with the platform as a Certified Service Provider if it is certified through the Developers Program. To utilize the benefits of a Certified Solution Provider, you will need to switch your designation. See Switching Designations. 3.3 Certification Requirements Your expertise and experience help you earn your certification. Here is an overview of the requirements you will need to fulfill to become a Certified Provider: Requirements Certified Service Certified Solution Provider Provider Expertise 50%+ applicable services staff have become eBay Certified Consultants 50%+ applicable technical staff have become eBay Certified Engineers Have built a Standard Application certified software application (and Market Data License if applicable) Experience Satisfied customers checked by eBay Offer and market eBay-related services to eBay users Provide business overview to eBay Version 1.0 Page 8 of 22
    • eBay Certified Provider Program Certification Guide 3.3.1 Expertise 3.3.1.1 Gathering Certified Consultants and Certified Engineers As part of the certification process, your staff will become experts who can create more effective listings and generate more sales for others. We offer two individual certifications: • Certified Consultants • Certified Engineers Certified Consultants are members of your staff who have passed exams on eBay features, policies and best practices. Certified Engineers are members of your staff who have passed exams on eBay technology. You will need to have a minimum number of individuals take and pass these exams to become a Certified Provider. See Certifying Individuals for complete details. 3.3.1.2 Standard Application Certification Through the eBay Developers Program Providers that focus their business on offering technology solutions that interface directly with the eBay site are eligible to become Certified Solution Providers, and all software applications that interface directly with the eBay site will need to pass Standard Application certification through the eBay Developers Program at http://developer.ebay.com as defined in the API License. During the application process, those applying to become a Certified Solution Provider will be asked for their username and password, and the form will automatically check your eBay Developers Program status. This requirement only applies to those companies applying to become Certified Solution Providers. If you do not have a software application that interfaces directly with the eBay site, you are only eligible to become a Certified Service Provider. If you create a software application that interfaces with the eBay site during your membership, you are only allowed to use it with the Sandbox as allowed through the eBay Developers Program. When that software application passes Standard Application Certification through the eBay Developers Program, you will need to switch your designation to Certified Solution Provider and follow the directions in Switching Designations. If you have a software application you created before you became a Certified Provider, you will need to have an active API license with no outstanding balance on your account, and pass Standard Application Certification through the eBay Developers Program prior to Certified Provider membership approval. If you have self-certified your application, you will need to Standard Application certify your application prior to applying for membership. The membership application will not let you complete the process. You may not operate or enable any scraping applications with respect to the eBay Site. Version 1.0 Page 9 of 22
    • eBay Certified Provider Program Certification Guide 3.3.1.3 eBay Market Data License Providers offering reports on eBay historical transaction data or providing recommendations based on that data are eligible to become Certified Solution Providers, and will need to have an eBay Market Data license in place. Data obtained through knowledge acquired while using the site may be utilized as a Certified Service Provider. No software applications built to obtain eBay market data may be used without an eBay Market Data license in place. Visit the eBay Market Data Program at http://developer.ebay.com/programs/marketdata to fulfill this requirement. 3.3.2 Experience Providers will be asked to show their dedication to and track record with the eBay platform to become certified. This includes: • Providing customer references • Offering and marketing eBay related services to eBay users • Submitting a Business Overview 3.3.2.1 Customer References You will need to provide ten customer references that are not employees or contractors within your organization and whom have received an eBay related service from you. One must be a Gold PowerSeller. Please provide references of customers you are still working with wherever possible. We will contact all of these references to inquire about the services you provided to them. By agreeing to the Certified Provider Agreement in the membership application process, you grant us permission to contact them, so be sure to obtain their permission and let them know that we will be contacting them via email or phone. Please note, if eBay does not receive survey responses from your customers, you may be denied membership. The following contact information will be asked on the Experience portion of the online application form for each reference: 1. Customer company name 2. The person you worked with at the company 3. The eBay Seller ID that the transactions occur under 4. Their email address 5. Their phone number 6. Brief information about the solution you provided 3.3.2.2 Marketed eBay Related Solution Offering To become a Certified Provider, you must visibly offer eBay related services to eBay users, provide verifiable proof of these services, and visibly maintain that offering throughout your membership in the program. Minimally, proof is the URL of your company website where you describe your eBay-related services. Additional proof may include business overview documents for submission to eBay, datasheet collateral, or other marketing materials targeted towards eBay Users. Content must include all of the following: 1. An overview of each eBay-related solution you provide 2. How each solution helps eBay users specifically 3. At least one customer testimonial, case study, or gallery 4. The eBay Market Data logo on your website (only for eBay Market Data users) Version 1.0 Page 10 of 22
    • eBay Certified Provider Program Certification Guide You should show a full list of all of the services and software you offer to eBay users and how it helps them build their eBay business. To help clarify this to the customer and to show your customers your proven track record, you must also show a customer testimonial, case study, or gallery. Your customer testimonials should be in the customer reference list you provide to eBay. Case studies are in-depth looks at a business before and after the solution is implemented, and the results generated. A gallery is primarily for providers of listing and store design, and showcases examples of listings and stores that they’ve developed merchandising creative for. You must display the eBay Market Data logo on your site. This requirement is only for those providers using eBay Market Data. Version 1.0 Page 11 of 22

The fee for certifying individuals is priced at $150 per exam track per person per year. The price is the same for either Certified Consultant or Certified Engineer. Retesting, if needed, is $75 per retest. Fees for exams are due prior to receiving access to each exam. Training is available to assist with passing these certification exams, and classes are free. • eBay Certified Provider Program Certification Guide 4 CERTIFYING INDIVIDUALS Individual certification is a subset of the Certified Provider Program. The primary purpose of individual certifications is to help your company become a Certified Provider. All providers, no matter what solutions they offer, receive questions from their customers about eBay features, policies, and how to achieve maximum results. That’s why providers of both designations need to have staff who are knowledgeable about eBay. In addition, those who offer technology solutions should have a deep understanding of the eBay API to achieve the best results. We offer two individual certifications for your staff to enable you to achieve this knowledge and market it to your customers. 1. Certified Consultants 2. Certified Engineers To become a Certified Provider, you must have at least 50% of your applicable staff who work on eBay related solutions become certified in one or both of the individual certifications. See Certification Calculator to determine the number and type of individual certifications needed for you. This 50% level must be obtained prior to submitting your Certified Provider status, and maintained throughout your membership. We have made individual certifications affordable to encourage you to certify all of your staff. Individual certifications are valid for one year from date of completion. Certified Consultants and Certified Engineers must retake the then-current individual certification track to maintain their individual certification status. Please note that the goal of the certification is to test the particular knowledge that the certification supports. Thus, certification exams are based on recommended training courses, technical documentation, and experience using the eBay platform. eBay does not claim that by taking courses you are guaranteed to pass the certification examinations; however, we do believe that the courses are an important component in certification preparation. Since the primary purpose of certifying individuals is to support certifying the companies they work for, the terms and conditions of use for Certified Consultants and Certified Engineers is limited to the use of the organization as per the Certified Provider Agreement and Individual Certification Agreement on either the Certified Consultant or Certified Engineer pages. Specifically, only a company who has been approved to be a Certified Provider can use the term Certified Consultant or Certified Engineer in their marketing or business documents as earned and as outlined in the Certified Provider Agreement. An individual who is not a contractor or employee of a Certified Provider can only use the term Certified Consultant or Certified Engineer as earned and as outlined in the Individual Certification Agreement. 4.1 Certified Consultants A Certified Consultant is anyone on your applicable services staff who has passed the eBay Certified Consultant exam. All companies must certify at least 50% (at least one) of their applicable services staff that work on eBay related solutions in each job category as Certified Consultants. Both designations are required to have Certified Consultants. This includes both employees and contractors, both full and part time. In the case of an odd number of staff that fits this qualification, you will need to round up to obtain your 50% or more minimum. Version 1.0 Page 14 of 22
    • eBay Certified Provider Program Certification Guide Applicable Services Staff is anyone who makes recommendations on behalf of their company to its customers with respect to their eBay transactions in the form of an actual recommendation or a transaction utilizing such recommendation. See Certification Calculator for job categories. Anyone who fits into the description of Applicable Services Staff but does not have their job description called out should be listed under Other Contributors column. See Determining who needs to be certified for examples. Candidates should have a broad knowledge of eBay in a wide variety of areas prior to taking these exams, and we recommend studying prior to taking them. All information covered in these exams is available online by accessing the eBay Help system and eBay University. In addition, we offer Lifecycle of a Listing training under Provider Education on the Certified Provider Program site. Training is highly recommended, but not required, prior to taking the exams. To minimize the cost of retaking any exam, we highly recommend studying a diverse range of topics so you’re prepared. You will be asked to agree to the terms and conditions of the Certified Provider Individual Agreement prior to becoming a Certified Consultant. 4.2 Certified Engineers Companies applying to become a Certified Solution Provider must also certify at least 50% (at least one) of their applicable technical staff that work on eBay related solutions in each job category as Certified Engineers. Providers eligible for the Certified Solution Provider designation are required to have Certified Engineers. This includes both employees and contractors, both full and part time. In the case of an odd number of staff that fits this qualification, you will need to round up to obtain your 50% or more minimum. Applicable Technical Staff is anyone who writes, specifies, or directs the development of software code for the purpose of building an application that interfaces with the eBay site. A Certified Engineer is anyone on the applicable technical staff who has displayed technical abilities and expertise in developing and maintaining tools that expedite eBay trading. To become a Certified Engineer, each individual must choose and pass one of the following exams: • Accessing the eBay API using XML API • Accessing the eBay API using SDK for Windows • Accessing the eBay API using SOAP API • Accessing the eBay API using SDK for Java Candidates should have a broad knowledge of the eBay API calls prior to taking these exams, and we recommend studying prior to taking them. All information covered in these exams is available online through the eBay Developers Program site. In addition, we offer multiple training modules under eBay Provider Education on the Certified Provider Program site. Training is highly recommended, but not required prior to taking the exams. An eBay Certified Engineer should have two years of experience developing and maintaining solutions and applications, and you will need to agree to the terms and conditions of the Certified Provider Individual Agreement prior to becoming a Certified Engineer. 4.3 Determining who needs to be certified Those who qualify for both Certified Consultant and Certified Engineer status must be counted once in each area, but only under their main job description. Any staff member that fits into more than one job description within the same certification should be placed only once as determined by their main job description. Those who have a job description that helps customers with both Version 1.0 Page 15 of 22
    • eBay Certified Provider Program Certification Guide eBay related services as well as technology should be counted under both Applicable Services and Applicable Technical staff. Examples: • Suzy Smith is an Engineering Project Manager who consults with customers on what type of technology solution her company can build for their customer during the sales cycle. Add her once to either the Account Manager or Pre-Sales and Sales columns for becoming a Certified Consultant, and add her to the Engineering Project Manager column for becoming a Certified Engineer in the certification calculator. • Steve Jones answers incoming calls from potential customers, then works with them to help them achieve their eBay sales goals. Add Steve Jones once to either the Pre-Sales and Sales column or Account Manager column. • Mike Roberts is a technical support representative who helps his company’s clients with questions about what can be sold on eBay and questions about the software solution his company has custom developed for the client’s use. Add him to the Pre-Sales and Sales columns in both the Applicable Services Staff as well as Applicable Technical Staff areas. 4.4 About the exams All exams are online, and all fees are due via PayPal prior to obtaining access to these exams. Questions have time limits as outlined before each exam, and you cannot go back to change your answers after submitting them. The percentage to pass is varied depending on the exam, and is shown prior to taking the exam. You will know your score immediately upon completion. Prior to becoming a Certified Consultant or Certified Engineer, you will be asked to agree to the Certified Provider Individual Agreement that will be presented to you prior to completion of the certification track. The Certified Provider Individual Agreement outlines the terms and conditions of certification and allowed terminology usage. We will be adding course curriculum and specialty certifications throughout the year. To find the current list of certification tracks and their corresponding coursework, visit the Individuals page on the Certified Provider Program website. 4.5 Individual Certification Designation Use Terms and Conditions To help enable your success, we allow Certified Providers and their Certified Consultants and Certified Engineers to use these terms to build their business as outlined in Certified Provider Agreement and Certified Provider Individual Agreement. Individuals can call themselves Certified Consultant or Certified Engineer if they have passed the appropriate certification track within that 12 month period of individual certification. They may use only the appropriate term on their resume, and it is not permitted for use on business cards. The Certified Provider logo is available for use only by the Certified Provider company that the certified individual works for. Because individual certifications exist to support the Certified Provider, there are limitations on the use of these individual designations. Companies may use these terms to tell customers how many Certified Consultants and/or Certified Engineers they have on staff as long as it is accurate at any given time and those individual certifications have not expired. Companies who are not Certified Provider members may not use these individual terms, even if they have certified individuals on staff until they are Certified Providers in good standing. See the Certified Provider Agreement, and Certified Provider Individual Agreement on the Certified Provider Program website for full details. Version 1.0 Page 16 of 22
