        • Inertia, apathy, convenience & familiarity are powerful forces
      • Competition should make it a non-issue
        • It’s happening already, but slowly
      • Utopian visions fail to provide a route from here & now
      • Full spectrum deregulation currently implausible
      • Plenty more flexibility & openness in spectrum & devices
