    2. The role of the Agency for Environmental Protection is:
      Accomplishing the principle of healthy environmental managing in Montenegro;
      Performing the professional and with them connected administrative affairs, organizing and planning of the environmental monitoring;
      Conducting of the first administrative proceedings in the field of air protection, climate changes, ozone layer protection, ionising and non-ionizing radiation etc.
    3. Vision:
      Montenegro will be one of the countries where people will live in harmony with environment.
      Mission:
      Active improvement of ecological status of Montenegro in professional way by serving to nature, health and economic interests and the present and future generations.
    4. In its professional conducting affairs, the Agency for Environmental Protection recognizes 4 key aspects of request:
      Staff- the most efficient personnel;
      Environmental protection;
      Communication with interested parties- openness;
      Primacy over all the other organisations in public sector that are dealing with environmental protection.
    5. Basic activities of the Agency are:
      Issuing licenses, environmental monitoring, inspestion supervision and everyday communication with national and international organizations, as well as with the public;
      All those activities are done through 5 sectors of the Agency:
      • Sector for monitoring, analysis and reporting;
      • Sector for issuing licenses;
      • Sector for communication and IT system;
      • Sector for inspection;
      • Sektor za general affairs.
      By establishing the Agency for Environmental Protection one of the basic conditions for joining EU is fulfilled, as well as that with the work of the Agency adequate environmental protection will be enabled;

      Sector for monitoring, analysis and reporting is authorised for total management monitoring activities in the field of environmenat and is responsible for all environmental reports;
      This sector defines monitoring activities on the basis of national and international responsibilities and in accordance with the needs and requirements strategy;
      Also, it deals with the integrated data analysis based on monitoring and Takođe, vrši integrisane analize podataka na osnovu monitoringa i keeps evidence of all the necessary reports.

    10. Sector for monitoring- realized projects-
      Drafting of the Monitoring Programme of environmental state for 2009 that includes 6 porgrammes with 2 subprogramees:
      • Programme of air quality control;
      • Programme of testing the content of hazardous and harmful substances in soil;
      • Programme of testing radio nuclides in environment;
      • Subprogramme Potprogram Radon map of Montenegro;
      • Programme of monitoring of the Program monitoringa state of the marine ecosystem of Montenegro (MED POL monitoring)
      • Programme of monitoring biodiversity;
      • Subprogramme of biomonitoring on Skadar lake;
      • Programme of noise measuring in environment;
      Tender is realized for conducting of the monitoring of the state of the environment for 2009 .
    11. Sector for monitoring- realized projects -
      These have been chosen on tenders:
      • “ YU Center for ecotoxicological testing of Montenegro” for:
      • Programme of air quality control;
      • Programme of testing the content of hazardous and harmful substances in soil
      • Programme of testing radio nuclides with subprogramme Radon map of Montenegro i
      • Programme of monitoring of the marine ecosystem of Montenegro
      • “ National Institute for protection of Nature” for:
      • Programme of monitoring biodiversity
      • “ YU Institute for development and research in the field of safety at work” for:
      • Programme of noise measuring in environment.
      Agency for Environmental Protection has prepared an informationon environmental state for 2008 .
      Realization of data base that refer to environment is in plans.

      Sector for issuing licenses mainly deals with issuing ecological licenses and with drafting of the remediation programme (cleaning);
      Also it deals with drafting of all the other licenses as wall as with their issuing;
      Cooperate with interested bodies;
      Take part in evaluation of the environmental impact assessment;
      Within the sector registries of regulated community are constituted and lead and sector for inspection also gives support.

    15. Sector for licenses- realized projects -
      Sector for licenses has in the period from 1.3.1009 to 6.5.2009 issued:
      • For cross-border movement for safe waste:
      • TRANSIT - 20 licenses issued;
      • IMPORT - 3 licenses issued.
      • For cross- border movement for hazardous waste :
      • EXPORT- 1 request in procedure.
      Keep public records where 23 files have been kept on ’’Impact assessment on environment’’
      Also, sector has issued 2 licenses for products import that contain substances harmful for ozone layer;
      Trainings for regular use and service of Organizovane su obuke za pravilno rukovanje i servisiranje refrigeration and air conditioners have been organized, after which students received Certificates of completed training.

      • Approval in the field of impact assessment:
      • Running total: 76
      • In process of making decisions about the need for impact assessment: 27
      • Bring a solution that does not require impact assessment : 17
      • Adopt a resolution to require production report: 10
      • Process of Elaborate evaluation is at the moment : 10
      • Pronouncement about the need for impact assessment: 11
      Issuing of permits for the transport of ionizing radiation sources (x-ray devices and linear accelerator) and import of radioactive materials and spare parts;
      From the beginning of the work of the Agency, total 71 permits have been issued:
      Export of lead containers for the transport of radioactive materials 1
      Transport of ionizing radiation sources 32
      Transport of radioactive material 3
      Transport of spare parts for ionizing radiation sources 20
      Transport of spare parts for non-ionizing radiation sources 1
      Decision for the use of ionizing radiation sources (x-ray devices) 14
    17. Sector for licenses- realized projects -
      • Presence at the meeting that was held on 2.3. and 3.3.2009 with representatives of International agency for atomic energy (MAAE) from Vienna on the subject ’’Managing of the medical radioactive waste’’;
      • Presence at the working meeting that was held with the representatives of MAAE from Vienna 27.3.2009 on the subject ’’ Legislation for natural radio elements and those that are created after technological process;
      • Active presence at the meetings with representatives of MAAE from Vienna that referred to the project of monitoring radioactivity in environment in western Balkan countries and project of assessment of regulatory infrastructure, nuclear safety and radiation protection in western Balkan countries;
      • Participation in drafting the report on environmental impact assessment of eventual building of nuclear power in Albania;
      • Creating forms that refer to conditions that must be fulfilled by legal persons for doing measuring for assessment o f the level of exposure to ionizing radiation of persons who work with radiation sources, patients and population and decontamination.

      • Publishes relevant informationconcerning environment;
      • Organizeseducationalevents and campaigns;
      • Enablesthe public participation in decision making procedures;
      • Plays the role of a domestic information center which provides data on where professional information and knowledge can be found;
      • Cooperates with various networks and organizations (e.g. EEA, EIONET, IMPEL, ECENA and other networkswhich act within the European Union).

    21. Sector for Communication and Information System Management – implemented projects-
      • The internet presentation of the Agency has been drafted;
      • The site of the Agency has been completed through which all interested people, at any time, can acquire important information on the state of environment and to get acquainted with the work of the Agency;
      • Although not being implemented, the Project related to GIS (Geographic- Information System) is in preparation and its soon implementation is expected
      • GIS programme, that is the single data base will help the Agency toprovide all relevant information on its work to the wide public

      • A range of other activities is performed every day which are related to the following and analysis ofwritten media and archiving of alltexts and newspaper articles and notifications concerning activities of the Agencyand environmental protection in general;
      • Collection of Data related to the work of sectors for the issue of licenses and inspection is performed;
      • Information system maintenance, represents everyday maintenance of hardvera i softvera i praćenje rada cijelog informacionog sistema Agencije.

      • Plans and performs ecological inspection and prepare relevant reports;
      • Employees in the sector perform activities concerning implementation of regulations in cases of non-compliance with law;
      • Establishes cooperation with municipalities and other relevant bodies such as: police, ministries, customs, etc.
      • The information collected by this sector is given to the sektor for the issue of licenses and the ministry for the further quality development of licenses, laws and policy.

      • Participation in preparation of drafting of the proposal of the Regulation on manner and procedure of registration, putting a vehicle onto the market, establishment of the system of take, collection and processing of wasted vehiclesand work of the system;
      • Drafting of materials forthe Ecology Fair and Seminar on establishment and functioning of the Agency for environmental protection.

      • Protection and progress of environment in Montenegro for present and future generations (which is the basic principle of sustainable development);
      • Performance of the transparent and responsible implementation of laws, regulations and policies in environmental protection ;
      • Provision of reliable and timely information to the public , national bodies and international organizations on the state of environment in Montenegro
