Instructional Days Restored in VistaUnified School DistrictThe recent agreement with the Vista Teachers Association (VTA) included two instructional furloughdays in 2012-13 and four instructional furlough days in 2013-14. The agreement included restorationlanguage based on any unrestricted ending fund balance dollars from 2011-12 in excess of the availableprojection at that time.When the agreement was reached, the projected undesignated ending fund balance was$13,376,031. Now that we have closed the books, the actual amount in this undesignated ending fundbalance is $18,127,361, which results in a net change of $4,751,330. The restoration language includesa formula and a method for restoring these instructional days and the result is that all six of the plannedfurlough days (two this year and four next year) will now be restored.It should be noted that there still remains a potential “contingency” reduction of up to 11 instructionalfurlough days in 2012-13 and again in 2013-14 as a result of trigger reductions tied to the Novemberelection. However, the increased fund balance allows Vista Unified schools to begin with a base of thefull 180 instructional days as a starting point.“This is great news for our students, our families, and for the community,” said Devin Vodicka, EdD,Superintendent of Schools. “I am pleased that we can restore time that will clearly provide instructionalbenefits and help us to achieve our collective goals of increased student achievement.”Barbara Franklin, President of VTA, had this reaction to the news that the instructional days would berestored: “We are satisfied that the conditions were met in a timely manner to cause the leastdisruption to instructional days and employee pay. It is one less item for us all to worry about and wecan continue to work together to make the education of our students a priority. We must now pulltogether to make sure that education spending remains a priority in the State of California.”August 27, 2012
