     АЙРЕКС, 26-30 АВГУСТА 2012 Г

     Группа из 5 преподавателей физической культуры из средних школ Кыргызстана прошла программу
     обмена по повышению квалификации в США весной 2012 года. По требованиям программы они
     организуют молодёжный спортивный лагерь для 50 юношей и девушек со всего Кыргызстана.

     Цели спортивного лагеря:
•   Распространение знаний и навыков по предупреждению и разрешению конфликтов среди
             школьников и молодёжи Кыргызстана
         •   Повышение межнациональной, гендерной и географической толерантности
         •   Развитие лидерских качеств
         •   Последующее распространение участником знаний и навыков, полученных во время летнего
             лагеря, в своей школе и сообществе среди сверстников

     Спортивный лагерь будет отличной возможностью - как для девушек, так и для юношей - из всех
     регионов страны: научиться новым для Кыргызстана командным видам спорта, получить жизненные
     навыки по предупреждению конфликтов, лидерству, терпимости, здоровому образу жизни, гендерной
     чувствительности, коммуникациям и т.д., а также завести новых друзей среди сверстников различного
     национального, религиозного и географического происхождения и, наконец, бесплатно отдохнуть на
     озере Иссык-Куль.

     Для участия в лагере не требуется никакая специальная спортивная подготовка или атлетические
     данные – достаточно предоставить медицинскую справку о состоянии здоровья. Путёвки будут
     приобретены за счёт АЙРЕКСа и будут включать в себя проживание и питание участников. Мероприятие
     будет проведено на базе летнего лагеря на северном берегу озера Иссык-Куль с 26 по 30 августа 2012 г.

     Требования к кандидатам:

         •   Полностью и правильно заполненная заявка с ответами на все вопросы анкеты, на кыргызском
             или русском языке.    Контактные данные должны содержать полные региональные коды
             телефонов, коды сотовых сетей, почтовые индексы и т.п.
         •   Свободное владение кыргызским или русским языком
         •   Возраст участника: 14-16 лет (должен быть рождён не ранее 1 января 1996 г. и не позднее 31
             декабря 1998 года), т.е. учащийся, перешедший в 8, 9 или 10 класс.
         •   Гражданство Кыргызской Республики и постоянное проживание на территории страны
         •   Копия свидетельства о рождении или паспорта
         •   Медицинская справка о здоровье участника
         •   Доверенность, подписанная родителями
         •   Самостоятельная доставка участника силами родителей до областного координатора-физрука
             KICK и обратно. Возмещение выплачивается только за транспортные расходы участника. В
             случае отсутствия квитанций, билетов за проезд, необходимо предоставить следующие
             документы водителя:

             1.   копия патента (не просроченного)
             2.   копия страхового полиса Социального фонда (не просроченного)
             3.   копия паспорта
             4.   расписка от водителя с указанием суммы в оба конца

2.   THE CENTRAL ASIAN FACULTY DEVELOPMENT PROGRAMME (CAFDP), UNIVERSITY OF CENTRAL
     ASIA (UCA), BISHKEK, KYRGYZSTAN. DEADLINE: JULY 31, 2012
The Central Asian Faculty Development Programme (CAFDP) of the University of Central Asia (UCA) is pleased
     to announce its 2013-14 scholarships for Doctoral studies at partner institutions around the world, including the
     University of Cambridge, UK, German universities through partners

     The CAFDP of UCA offers support for Central Asian scholars to pursue doctoral studies, with the understanding
     that upon graduation they will work as UCA faculty for a minimum of five years at the Graduate School of
     Development and/or the undergraduate School of Arts and Sciences at UCA's campuses in Khorog (Tajikistan),
     Naryn (Kyrgyz Republic) and Tekeli (Kazakhstan).

     Eligible fields of study:

     Natural and Applied Sciences: Biology, chemistry, biochemistry, applied physics, geology/geosciences, applied
     mathematics, computer science, engineering sciences (environmental engineering, complex systems analysis
     and design), environmental sciences and environmental earth sciences, rural development and natural resource
     management.

     Social Sciences and Humanities: Archaeology, cultural anthropology/ethnography, economics, sociology, Asian
     and Middle Eastern studies, development studies (economics), ethnomusicology, mountain tourism, public policy
     and business (with a focus on entrepreneurship).

     To apply:

     Applicants from Kazakhstan, the Kyrgyz Republic, and Tajikistan are strongly encouraged to apply. Candidates
     from Uzbekistan, Turkmenistan, Afghanistan, northern Pakistan (only Gilgit-Baltistan and Malakand Division) and
     western China (only Xinjiang province) will also be considered.

     Application for the CAFDP Scholarship is a two-step process: (1) Eligibility for CAFDP – Applicants are required
     to first meet UCA's eligibility criteria; and (2) Admission to Partner University – candidates considered eligible will
     then be invited to submit full applications to partner universities to secure admission. UCA will work with
     candidates to select the most appropriate programme and university, based on students' field of study and
     available opportunities.

     КЫРГЫЗСТАН. ПОСЛЕДНИЙ СРОК ПОДАЧИ ЗАЯВОК: 25 ИЮЛЯ, 2012 Г.

     Американский университет Центральной Азии впервые организует медиа-лагерь для обсуждения
     вопросов формирования имиджа государства и нации в СМИ. Опытные тренеры расскажут, как помочь
     правильно сформировать образ нации через медиа, как избежать стереотипного мышления, и как
     гражданская журналистика может помочь в освещении вопросов национальности, нации и государства.

     Медиа-лагерь даст не только практические навыки медиа-производства, но и повысит экспертный
     потенциал участников в области отношений между Российской Федерацией и Центральной Азией. 50
     участников из Российской Федерации и Центральной Азии соберутся вместе на первый евразийский
     медиа-лагерь <<Развитие диалога между молодыми лидерами Российской Федерации и Центральной
     Азии>>, который пройдет в Кыргызстане с 17 по 30 августа 2012 года. Участники проведут 2 дня в
     столице Кыргызстана городе Бишкек и 10 дней на берегу озера Иссык-Куль.

4.   ПРЕЗЕНТАЦИЯ ОТЧЕТА ПО ОЦЕНКЕ ИНДЕКСА УСТОЙЧИВОСТИ ОРГАНИЗАЦИЙ ГРАЖДАНСКОГО
     ОБЩЕСТВА КЫРГЫЗСТАНА ЗА 2011 ГОД, АМЕРИКАНСКИЙ УНИВЕРСИТЕТ В ЦЕНТРАЛЬНОЙ АЗИИ
     (АУЦА), БИШКЕК 25 ИЮЛЯ, 2012 Г.

     USAID опубликовало 15-й выпуск Индекса устойчивости НПО в Евразии

     Бишкек. - Агентство США по международному развитию (USAID) опубликовало 15-й выпуск Индекса
     устойчивости неправительственных организаций (ИУНПО), который теперь называется Индекс
     устойчивости организаций гражданского общества (ИУОГО) в знак признания широкого круга
     некоммерческих организаций гражданского общества (ОГО), действующих в регионе. Отмечая свою 15
     публикацию такого ценного аналитического инструмента исследований, ИУОГО значительно
     преобразовался с начала своего зарождения – его охват расширился от 21 страны в Европе и Евразии до
     60 стран в различных регионах мира.

     Американский университет в Центральной Азии является партнером USAID/Кыргызстан в проведении
     Индекса устойчивости организаций гражданского общества в Кыргызстане. Охватывая развитие событий
     в гражданском обществе в течение 2011 календарного года, Индекс проводит анализ общих
     благоприятных условий для гражданского общества с особым вниманием на правовую среду,
     организационное развитие, финансовую устойчивость, защиту общественных интересов, предоставление
     услуг, инфраструктуру и общественный имидж.

     2011 год явился переломным годом для демократических процессов в Кыргызстане. Это отразилось в
     изменениях особенности управления в Кыргызстане, что еще больше подчеркивает важность вклада
     гражданского общества в развитие Кыргызстана.

     В среду, 25 июля, в 16:00ч., USAID/Кыргызстан и Американский университет в Центральной Азии
     совместно будут проводить презентацию Индекса устойчивости ОГО Кыргызстана и его роли в
     формировании будущего гражданского общества в Кыргызстане. Презентация состоится в Американском

     Background:

     In 2010, the Department for International Development (DFID) commenced the Central Asia Regional Migration
     Programme (CARMP) jointly implemented by IOM, UN Women and the World Bank. The programme envisages
     interventions in four countries – Kyrgyzstan and Tajikistan as countries of origin, and Russia, Kazakhstan as
     countries of destination for migrant workers. The goal of Programme is to contribute to poverty reduction in
Central Asia through the improved livelihoods of migrant men and women. The purpose of the program is to
protect the rights and enhance the social and economic opportunities of migrant men, women and their families.
In the specific context of Kyrgyzstan and Tajikistan being as sending countries, the joint IOM-UN Women
programme pays a high attention to ensuring adequate consideration of labour migrants families’ economic self-
reliance and thus contributing to poverty reduction at local level.

The Project Specialist will work under the direct supervision and guidance of the UN Women EECA SRO
Programme Specialist responsible for the management of the CARMP and with support by the UN Women
Representative in Kyrgyzstan to ensure timely and effective implementation of the CARMP in Kyrgyzstan in line
with the IOM/UN Women Programme Memorandum, and as a contribution to the UN Women EECA SRO
Strategy 2011-2013 (SRS).

Duties and Responsibilities:

He/she will receive technical guidance from the UN Women EECA SRO and also will work very closely with the
staff of the UN Women Country Office in Kyrgyzstan. He/she will work in close collaboration with the IOM country
team and the whole CARMP team and in regular consultation with the UN Women EECA SRO Programme
Specialist. The Project Specialist will work in close collaboration with the operations programme and project
teams in the field to resolve complex programme-related issues and information exchange.

More specifically, he/she will perform the following tasks:

Management:

    •    In close collaboration with IOM CARMP team, manage the UN Women led programme activities in
         Kyrgyzstan to ensure that progress is made in achieving its goals and objectives in line with Programme
         Memorandum and the Logframe;
    •    In close consultation with IOM CARMP team, develop, finalize and implement joint IOM-UN Women
         annual/biannual/monthly workplans and budget forecasts to ensure timely and effective implementation
         within the given timeframe;
    •    Safeguard, monitor and facilitate quality assurance of services and products within the scope of UN
         Women led programme activities;
    •    Provide technical assistance and track the progress in the implementation of UN Women led
         programme activities;
    •    Identify capacity development needs and develop adequate solutions to ensure effective programme
         implementation;
    •    Provide substantial support and advice to UN Women local implementing partners in Kyrgyzstan to
         implement the activities under the specific components of the programme;
    •    Assist to ensure synergies and complementarities between relevant activities being implemented within
         UN Women ongoing projects and CARMP;
    •    In close consultation with IOM CARMP team, monitor the development of, and provide substantive
         guidance and technical inputs, to ensure the quality of products and capacity development tools
         commissioned under the CARMP, with emphasis on ensuring evidence-based approaches (e.g. training
         materials, training workshops, tools, knowledge-sharing publications and outreach materials
         developed);
    •    Ensure high-quality, results-oriented reporting on the programme activities at the country level;
    •    Identify priorities and provide substantial inputs for development of information and knowledge
         management products elaborated within CARMP;
    •    Coach and provide guidance to consultants/NGOs recruited in support for this programme
         implementation.

Coordination:

    •    Ensure effective information flow, communication and coordination and coherence with and between
         UN Women EECA SRO, IOM, other UN Women projects and activities in the country, national
         programme partners, consultants;
    •    Provide assistance in organizing and conducting meetings of National Steering Committee.

Evaluation and Learning:

    •    Ensure oversight and overall assistance related to the programme monitoring and evaluation, including
         facilitating coordination among evaluation experts, UN Women EECA SRO, and the UN Women HQ
         Evaluation Unit;
    •    Ensure timely and quality delivery of baseline, monitoring and evaluation plans;
    •    In close collaboration with IOM CARMP team, develop and oversee wide distribution of the
         programme's findings and knowledge-related publications, inclusive of selected case studies, good
         practices and lessons learned; Document and analyze lessons learned that might be useful for the UN
         system at large and UN Women in particular for a global institutional learning;
    •    Ensure timely and proper documentation of the programme implementation in accordance with the UN
         Women Documenting Guide.
Communications and Advocacy:

    •   In close collaboration with IOM CARMP team, develop and ensure the implementation of a Joint
        communication plan at the country level and identify and seize strategic advocacy opportunities on an
        ongoing basis;
    •   In close collaboration with IOM team, establish partnership with key communications and media actors
        to promote the key programme messages;
    •   Serve as a key spokesperson at country level and advocate on the issues and the programme at
        relevant conferences, high-level events and briefings to a variety of audiences;
    •   Ensure maintenance of a calendar of the most relevant international/regional for a related to the
        programme, facilitate access to that information by partners and relevant UN Women staff, IOM;
    •   Ensure the quality and content of related press and communications materials.

Developing Partnerships and Networks:

    •   In close collaboration with IOM CARMP team strengthen partnership/co-operation/ consultation/
        coordination with, where appropriate, national and local state actors, national civil society actors,
        especially, women's organizations, UN, donors, academia, private sector and private foundations for
        more effective and coordinated programme implementation;
    •   Utilize effectively ongoing coordination mechanism to ensure coherence of the programme with other
        relevant processes in the country including national development policy-making, UN programming and
        coordination processes, etc.;
    •   Ensure effective partnership, networking and coordination between other ongoing UN Women
        programmes, projects and activities in the country for a more holistic and coherent approach to the
        country programme implementation.

Для участия в лагере не требуется никакая специальная спортивная подготовка или атлетические данные – достаточно предоставить медицинскую справку о состоянии здоровья. Путёвки будут приобретены за счёт АЙРЕКСа и будут включать в себя проживание и питание участников. Мероприятие будет проведено на базе летнего лагеря на северном берегу озера Иссык-Куль с 26 по 30 августа 2012 г. The Project Specialist will work under the direct supervision and guidance of the UN Women EECA SRO Programme Specialist responsible for the management of the CARMP and with support by the UN Women Representative in Kyrgyzstan to ensure timely and effective implementation of the CARMP in Kyrgyzstan in line with the IOM/UN Women Programme Memorandum, and as a contribution to the UN Women EECA SRO Strategy 2011-2013 (SRS).
