Who we are C3 Initiatives is a nonprofit community that was founded as the River of Light Enterprise, Inc. in 1999. In 2003, the organization moved to Colorado and in 2009, the organization changed its name to C3 Initiatives, Inc. to better reflect its commitment to compassion, commerce and community. Over the past decade, C3 has served over 8,500 people, 65% of whom are Veterans or their family members, and provided over $1.7 million dollars in services to the community through volunteer and donated goods and $107,000 in cash earned through fees and donations from the community. This means that for every dollar donors give we create $15 worth of services to your neighbors! C3 serves people, especially those with extensive health, financial and social challenges, in marginalized and isolated communities throughout Rocky Mountain Urban Corridor including communities from as far south as Pueblo, Colorado and as far north as Sheridan, Wyoming. C3 is lead by Rev. Julieann Mercer, who has 35 years of experiences developing and operating nonprofit essential services and housing. She is supported by a highly qualified staff of professionals who combined have over 200 years of experience in their various specialties.

When someone comes to C3 they are most often Diminished sense of self – life just isn’t working and they need insight, guidance and support Health Issues – they are living with a debilitating illness or Economic Security and injury and need access to care Meaningful Activity – they are looking for work, struggling to start a business or are retired or disabled in need of something productive to do with their timeLegal and financialchallenges – the bills are Housing – they have lost theirracking up, the creditors are calling home or about to or have come toor they have suddenly found realize they can’t live alone anythemselves in legal trouble and longer and are afraid of the futuredon’t know what to do However, we are all more than the sum of our parts…

Challenges to “getting help”Most organizations are “single-focused” –housing, health, employment - meaning anindividual seeking help may need to interactwith multiple federal, state and localagencies for services with conflicting rules,requirements and expectations to get thetrue level of help they need. Most organizations are designed to serve a single population – families with children, felons, addicts, Veterans, women, etc., rather than serving people just as they are without needing to fit a specific eligibility criteria.Most organizations are “agency driven” asopposed to consumer-driven meaning that theyprovide services in a manner that best meetsthe needs of the organization as opposed to thevery people they exist to serve.

Challenges of „giving help‟… Private service professionals and micro-businesses who want to help are often struggling financially themselves and need “help to help”. Small grassroots organizations are often the most effective however their size also often prevents them from having the level of infrastructure that most public and private funding sources require. Micro-ventures – whether private, nonprofit or faith based – are initiated by entrepreneurs with the creativity to broach new ideas and the innovation to put them into practice, what they lack is access to the resources they need to fully implement their vision.

Our Strategy to Achieve our Vision Build the Capacity of people through an integrative wellness model that promotes healing through service to others, security through home and business ownership, realization of full potential through life long learning, and a sense of belonging and purpose through civic involvement – the cornerstones of sustainable communities. Build the capacity of neighborhood based micro-ventures (non-profit, faith-based, or for-profit) that deliver services for those in need by offering a range of specialized “business to business” products and support services that promote greater self-determination and an improved quality of life for all people, especially the poor and vulnerable among us. Balance the relationship of power between those in need and those who serve by promoting more authentic partnerships to “solve” not just “manage” the health, education, housing and economic security challenges facing our members, our communities, the Nation and the World. Establish a single-point of entry to a range of neighborhood based programs offering services cooperatively to create an integrative tapestry of care and compassion throughout the Rocky Mountain Front Range Urban Corridor.

Our Current Initiatives… InLife Community Concierge and Day Treatment Service – a wide-reaching program for vulnerable populations that offers an emergency response team, benefits and social advocacy, nutritional support, accommodating employment, life management and coaching, adaptive recreational and social support services; Morning Star/Health Success – a licensed, Medicaid Certified non-skilled in-home care service offering meal preparation, shopping, light housekeeping, medication reminder/monitoring, a full range of alternative wellness therapies, and custodial oversight/companionship services on a daily, weekly or full-time basis; Pro Se Legal Support Center – general legal and financial services including pro se legal consultation and administrative support, legal document preparation services, fiduciary oversight and legal guardianship, credit counseling, money management and consumer law; Chamber of Compassion – a micro-venture development service that supports those non-profit, for-profit or faith-based neighborhood ventures who are addressing some of our communities most challenging issues through a full-range of “back office” administrative and technical services, marketing and public relations, human resources, and resource development and financing services. Eco-Unity Properties – a full range of special needs housing services to include: counseling and placement services, eviction/foreclosure prevention and mediation, home ownership, reverse mortgages, property acquisition, development and management of “special needs” properties, i.e., residential treatment, group homes, assisted living, senior housing, etc.;

Our Challenge  While each component of C3’s integrative model is designed as independent profit centers – they benefit from shared administrative and operating costs only if they operate from a common facility.  Without the ability to provide on-site housing – supporting the service center became too costly. Without space for supportive service activities – the provision of supportive housing was difficult to coordinate and leaves no room to grow.  Finding a property that would support both the administrative and residential activities on the same site has been illusive and the cost of ground up construction as well as the zoning process lengthy and complicated putting opening day out at least two years – and the Vets just can’t wait that long!

An Answer to a Prayer… Identified a 5-acre property with two residences, and three outbuildings – enough to create 12-16 beds of supportive, therapeutic housing for 1-60 months The property has the potential of generating no less than eight full-time jobs funded through service fees from Medicaid, VA Aid and Attendant, VA Grant and Per Diem, HUD Shelter plus Care, and other public funding residential care programs The property will generate $437,000 per year in annual service fees and is anticipated to net $50,000 per year that can be invested in the full continuum of care provided through C3 and its partners.

Objectives Secure $170,000 in start-up costs that includes: down payment funds to secure facility; money for rehabilitation of outbuildings; money for consumable inventory; and initial staff costs. Obtain licensing from State of Colorado as an Alternative Care Facility for 16 people. Secure pre-enrollment leads for no less than 16 people for move-in within 30 days of closing; Open Doors no later than Memorial Day 2012!

Key Benefits Meet a critical gap in care for working age adults living in rural communities within the northern Rocky Mountain Front Range Urban Corridor Provide residential care for no less than 11 and no more than 22 “working age adults” with disabilities at any given point, with an emphasis on Veterans Establish sustainable sources of consistent, unrestricted revenues to support day-to-day operations and serves the community at large Demonstrate an integrative care model that can be replicated in communities throughout the Rocky Mountain Front Range Urban Corridor and the Nation.
