  • 3. 1. Training Background:The Policy department is responsible to guide and support in preparation, coordination,implementation and monitoring of national development policies and plans. The Policy Department isleading/Supporting the development and implementation of 22 National Priority Programs with lineMinistries. The Tokyo Conference, together with the Chicago Summit of Afghanistan and ISAFcontributing countries of May 2012, established a renewed stronger foundation for partnership tosupport sustainable growth and development of Afghanistan throughout the Transformation Decade(2015-2024). At Tokyo Conference, Afghanistan and the International Community established theTokyo Mutual Accountability Framework (hereinafter the “Tokyo Framework”), which underpins ourpartnership for the Transformation Decade. To improve the Planning, implementation, monitoring andevaluation of Tokyo Framework program and their project activities progress toward plannedactivities. There is need to train human resource to accomplish Tokyo Framework goalscomprehensively.Therefore, M&E department of policy intended to conduct two days training on M&E in order toenhance the capacity building of policy staff involved at Tokyo Mutual Accountability Framework. Thetwo-day M&E training carried out by Monitoring Specialist of Policy Department on date 8th October –9th October 2012- included one day training on Terminology of Monitoring and Evaluation, day twotraining on Monitoring and Evaluation Concept with linked with policy, strategy and other developmentintervention of Ministry of Finance with technical assistance of MBAW|UNDP.2. Training Objectives:  The objective of this training is to enhance the capacity building of Policy staff on Monitoring and Evaluation Implementation, particularly team involved in the implementation process of Tokyo Mutual Accountability Framework.  The overall main aim of the training was to equip participants with skills and knowledge for effective M&E planning and implementation of their programmes in a timely and successful manner.Development Monitoring and Evaluation skills are critical for improving effectiveness of developmentwork and the practitioners in both public and private sector should be equipped with M&E skills toenable them realize their vision of communities‘ dignified life. Based on request of Policy AnalysisDepartment(PAD), this M&E Training was designed to support Policy Staff and other MoF departmentsstaff‘s enhance development impact approach through systematic management of theirprograms/projects.3. Course ParticipantsWe have invited 30 participants .A total of 15 participants attended in this training.   • 4. 4. Training MethodologiesThe training approach was based on adult learning style taping on the participants experience and skillsthrough group work. The facilitators began each session by presenting through a Power Pointpresentation a mini-lecturette, which was followed by clarification on flap chart, short discussions, thegroup work was to enable participants from the various program departments represented shareexperiences, challenges that they had faced as they implemented the program and projects.5. Day one Training:1. MONITORING AND EVALUATION TERMINOLOGY The facilitator started the training session by objective of the M&E training explaining the meaningof varies terminology used in Monitoring and Evaluation. In this session, those words were more highlightedthat used during development intervention especially during implementation of ANDS and national priorityprograms(NPPs). More focus were given on the aspect of difference between terminology such as goal andobjective, policy and strategy, monitoring and evaluation, inspection and supervision etc.The concept were clearthrough many examples and accustomed with their appropriate usage.7. Day two Training:1. MONITORING AND EVALUATION CONCEPTThe facilitator started the training session by objective of training explaining the picture and concept ofMonitoring and Evaluation. He highlighted the important features of monitoring which included theconcept and the scope of M&E as following:When you hear that in Afghanistan very high levels of Infant Mortality Rate at 129/1000 live births,Under 5 Mortality Rate at 191/1000 live births. The Maternal Mortality Ratio is estimated at 1600 forevery100, 000 live births, the highest in the world except Sierra Leone. Life expectancy at birth is 47years for Afghan men and 45 years for womenHave you ever wondered how this calculation is derived?These types of statistics and other similar information result from “monitoring and evaluation” or“M&E” efforts. 4|PageEvaluation Report of M&E Training Oct 14, 2012
  • 5. The second day of the training involved a review of the Project Cycle; M&E in the Project Cycle andDeveloping an M&E plan. The sessions were conducted in a very participatory manner. The facilitatorprovided an overview of the project cycle, the logical framework and the link between M&E and thelogical framework. The facilitator then made a review of evaluation and explained that there are fiveimportant elements of the evaluation as shown in the figure below: Monitoring and Evaluation The Result Chain Explained Efficiency - Have resources been used in the best possible way? Why or Why Not? Impact - To what extent has the program or project contributed towards its longer-term goals? Whyor Why Not? Have there been any unanticipated positive or negative consequences of the project? Whydid they arise? Sustainability - Will there be continued positive impacts as a result of the program or project once ithas finished? Relevance - Was/is the program or project a good idea given the situation to improve? Was the logicof the intervention logic correct? Why or Why Not? Effectiveness - Have the planned results been achieved?   • 8. 12. Facilitators Comments of the Expectations:The participants were on target in their expectations, given that the M&E Training was going to addressmost of their expectations. However, it was explained that the training was not going to be a workshopbut rather a facilitation where the participants would review, update and highlight the scope andconcept of M&E into their projects or programs and address the challenges and successes so far.13. How you evaluate M&E training, your general idea about the M&E training?  The training was very helpful for doing M&E of a project and program  It was a good training program and I appreciated  In my point of view the training was very well designed with a quite comprehensive package  The training facilitator had enough experience because he included topics, which could cover all M&E concepts, and perspectives/finally, it was a successful event.  It was very good training program I learned about evaluation and got a general idea about M&E implementation in program.  In order to understand the performance and achievements of a project or a program, we need to understand about the conducting of monitoring and evaluation.Therefore; M&E training are very useful for official employee.  Monitoring and Evaluation starts from the beginning of designing phase of a project or program and do execution and control of differ aspects if we do not monitor or evaluate there is possibility of negative result and achievements.  It is good for every staff that know about M&E so they can measure the progress of project activities1.2. Could you please name those topics, which you have learned from this training?  Vision,mission,objective,inputs,outputs,outcome and impact  I have learned a lot of topics from M&E training, in first day I have learned some terminology about M&E and the second days of training I learned the definitions of monitoring and evaluation  I have learned the history of M&E  M&E Terminology and M&& concept  Learned output,outcome,input,impact,goal,objective and their differences, as well as monitoring and evaluation and all five function of management  I learned monitoring and Evaluation  From this training I have learned fruitful good things mostly about policy,project,strategy and varies other management topics  We learned more topics like monitoring, evaluation, vision, impact, outcome, input etc… 8|PageEvaluation Report of M&E Training Oct 14, 2012

What would you see as the strengths of this training?  Most of M&E related topics were presented  M&E is so important in all organization so this topic was so important for me and it had a lot of strength area.  Definition from different aspects  Experienced trainer, comprehensive material and regular arrangement  The good strength for this training was good presentation  It was a very good and comprehensive presentation  Good presenter  This training was very important and effective and conducted in our own language  The strength points of this training are that that it was so effective and efficient for everyone.2.2. What would you see as the weakness of this course?  Logical Framework not discussed  In my perception the time for this training was less because this topic so important while the time was less  Explanation ,examples from health sector  In my observation I could not guess any weakness points  There was no any weakness points regarding presentation  I didn’t observe any points, which do relate to the weakness of this presentation  Not weakness points observed2.3. What recommendation would you offer for future improvement of this training?  More Examples  For the future training it will be good to give more time  Topics should be included in public sector services delivery area  This session would be continued with other training in team of project management  It had important topic but the time was less  I think we should have more training on M&E2.4. What is your recommendation for future training, which topics would you prefer to be trained?  Want to learn about logical framework  How to establish M&E system in public sector  Project Management and Professional Report Writing  I would like to be trained in monitoring  For future training I recommend some useful topics for capacity development  Wants more the same training to be conducted in the future  We should have training on policy, ANDS, control and audit as well.2.5. Your final comments regarding this M&E training?  Very helpful!  This training is so important for me  I observe it a success, helped me in performance, and enhance my capacity in term of M&E.  It was good training and I learned a lot about monitoring and evaluation  This was a very good training program and almost we have learned a lot about M&E concept  It was good but the time of this training was less 9|PageEvaluation Report of M&E Training Oct 14, 2012

SUMMARY OF M&E TRAINING REPORT: Regarding General idea on M&E Training , around 98% of M&E training participants cited that they were highly satisfied and appreciated M&E training 100% of Participants of M&E training liked the contents of the given training 99% of Participants obtained general knowledge and skills on M&E concepts Around 80% of trainees cited that they have learned M&E Terminology 100 % of trainees appreciated the facilitator experience ,presentation skills and methodology 100 % of trainees showed that overall the presentation was effective and helpful 100% of Trainees had comments that time allocation for this training was less 70% of attendees recommended more training on: Logical Framework, M&E System, Project Management and professional Report Writing and other necessary capacity building training.15.
