Key Recommendations and lesson learned from the District/Regional Workshops (2009/2010) <ul><li>Several joint workshops with UN agencies, I/NGOs, the Red Cross Movement, and the Government authorities have come up and grouped into the four major sub-headings: </li></ul><ul><ul><ul><li>Strengthen the Institutional capacity and policy advocacy </li></ul></ul></ul><ul><ul><ul><li>Response Preparedness </li></ul></ul></ul><ul><ul><ul><li>Response Coordination and Monitoring </li></ul></ul></ul><ul><ul><ul><li>Information Management and joint Assessment </li></ul></ul></ul>

Strengthen the Institutional capacity and policy advocacy <ul><li>Focal person in every agency </li></ul><ul><li>Strengthen the cluster approach for the Emer. response </li></ul><ul><li>Mainstream DRR initiatives into existing development projects, </li></ul><ul><li>Focus on preparedness, rehabilitation and reconstruction works </li></ul><ul><li>Encourage the formation of DMCs in every vulnerable VDC </li></ul><ul><li>Identify district lead support agency to support DDRC </li></ul>

Response Preparedness <ul><li>District should have At least DP plan, if possible DCP and DDMP </li></ul><ul><li>Emergency Resource Allocation </li></ul><ul><li>Provision of Emergency Fund in the remote districts, </li></ul><ul><li>Cluster level stockpiling and Identify potential warehouses </li></ul><ul><li>Expansion of Com. Based Disaster Preparedness Programme </li></ul><ul><li>Capacity building and training at district level, </li></ul><ul><li>Consider APF/NA's skills and knowledge in district DP processes, </li></ul><ul><li>Private sector need to be considered in district DP processes, </li></ul>

Response Preparedness <ul><li>Periodical simulation exercise required (scenario based), </li></ul><ul><li>Climate change and preparedness should be together, </li></ul><ul><li>Insurance provision for relief workers is important. </li></ul><ul><li>The political parties must be involved in the district DP processes, </li></ul><ul><li>Schools are suggested to have health education & toilets facilities, </li></ul><ul><li>All cluster leads & co-leads should be invited in DDRC meetings </li></ul>

Response Coordination and Monitoring <ul><li>Emphasis on collaborative effort between Gov, political parties, civil society, I/NGOs, UN Agencies and other partners, </li></ul><ul><li>Strengthen DDRC coordination mechanism for decision making, </li></ul><ul><li>Establish monitoring mechanisms in DDRC, </li></ul><ul><li>Maintain transparency and share with affected communities, </li></ul><ul><li>Registration and card systems to the affected people, </li></ul><ul><li>Psychosocial counseling in the event of disasters, </li></ul><ul><li>Provision of the allowances to the Volunteers during disaster response, </li></ul><ul><li>Redefining the SPHERE guideline as per local standards for response, </li></ul><ul><li>Relief packages should be based on family size and geographic areas, </li></ul>

Response Coordination and Monitoring <ul><li>Realize the importance of a stand-by helicopter for the hilly districts, </li></ul><ul><li>Trained health worker in every village, </li></ul><ul><li>Prepare evacuation plan in case of major disasters, </li></ul><ul><li>Safe shelter for GBV cases and PwD during the time of an emergency, </li></ul><ul><li>There should be disaggregated baseline data in the vulnerable areas, </li></ul><ul><li>Women, old people, children PwD should be given special attention, </li></ul><ul><li>Disaster Mgmt Committee (Diarrhoeal and WASH committees) -effective, </li></ul><ul><li>Media needs to be well coordinated </li></ul>

Information Management and joint Assessment <ul><li>Establish an Information Operating Centre (EOC in future), </li></ul><ul><li>Periodic census of disaster prone VDCs / districts, </li></ul><ul><li>Establish early warning information systems, </li></ul><ul><li>Hazard and risk mapping is must, </li></ul><ul><li>Identify the alternative of schools and madarsas for safe spaces, </li></ul><ul><li>Use common assessment tools and ensure joint rapid assessment </li></ul><ul><li>Hazard and risk mapping is must, </li></ul><ul><li>Prepare the Information package on DP and response mechanism, </li></ul>
