  • 1.  Reached its peak in the 1800s and early 1900s In the early 1900’s, ocean liners were expensive and only the wealthy can afford to travel first class. A vast majority of the travelers who cannot afford first class travel were in the steerage class. Steerage refers to the lowest decks of a ship, which offers the most basic amenities.
