    • Cluster approach-GoN led: easy to allocate roles and responsibilities
    • Good approach of CMC (in Koshi)
    • Identification of flood prone VDCs in advance

    • Over media mobilization sometimes hamper the response work

    • Identification of victims: double citizenship and no citizenship certificates (in Koshi)
    • Search and rescue, first aid, with sufficient materials: security forces sometimes helpless

    • Effective early warning system
    • Flexibility in resource mobilization of orgn: DP to ER
    • Institutional mappings at centre and district
    • Roaster of trained people with specified skills
    • Nepal/country specific SPHERE standard
    • Disaster friendly technology: trail/demonstration in advance viz. toilet during inundation
    • b. UN Perspectives
    • Need clear exit strategy while forming the cluster approach
    • Specialist UN agencies should have an Independent role in monitoring thematic issues in a cluster response
    • Database needs periodically updated with action
  • 11. THE WAY FORWARD
    • c. I/NGO Perspectives
    • Increase community empowerment and resilience
    • Focus 'relief to rehabilitation': Paradigm shift
    • Realize response as 'everyone business' not only DDRC or NRCS
    • Increase efficiency of the responders through capacity building initiatives
    • Data formats and standards agreed in advance
    • Widen the perspectives from 'development' to 'emergency'-hinder in response work
    • Provision of special taskforce from MoHA for peak emergency period, CDO has other priories??
  • 12. THE WAY FORWARD..
    • d. People's perspectives
    • Establish effective response (mercy-led to duty-based)
    • Making people more responsive: from 'followers' to 'leaders'
    • Give larger role to local club, NGOs rather outside orgn
    • Redefine the one-door-policy
    • Ensure adequate security during response
    • Construction of ware houses with preposition of sufficient materials
    • Situation assessment by only one agreed team
    • Safe space identification in advance, safe exit
    • Response intensive training with materials viz. life jackets, rope, whistle, etc
    • Prepare volunteer bank for emergency period
