Galloway was a bad decision, but the Court did make it clear that the First Amendment imposes limits on local governments that open their meetings with ceremonial prayers. Towns cannot discriminate on the basis of religion; town leaders cannot lead others in prayers or integrate worship into the legislative process; and invocations cannot proselytize or denigrate other belief systems. every attempt by Religious Right zealots do not now begin their meetings with prayer. Galloway www.au.org 1 2 3 4 5 Speakers must be given access without regard to religion: IN THE U.S. SUPREME COURT’S WORDS: Government must “maintain ... a policy of nondiscrimination.” It must “represent ... that it would welcome a prayer by any minister or layman who wished to give one.” BOTTOM LINE: Government cannot exclude potential speakers on the basis of religion; if it relies on outsiders to deliver a solemnizing message to open meetings, it must allow monotheists, polytheists, and atheists to do so as well. Government officials may not ask citizens to join in the prayers: IN THE COURT’S WORDS: “The principal audience for these invocations” must be “lawmakers themselves,” not members of “the public.” The Constitution would be violated if legislators “directed the public to participate in the prayers.” BOTTOM LINE: Speakers should deliver their remarks to the members of the legislative body. Government officials cannot ask audience members to stand, to bow their heads, or otherwise to participate in the invocation, whether the invocation is delivered by an outsider or by a government official. Invocations may not proselytize or disparage religious minorities or atheists: IN THE COURT’S WORDS: “If the course and practice over time shows that the invocations denigrate nonbelievers or religious minorities, threaten damnation, or preach conversion, many present may consider the prayer to fall short of the desire to elevate the purpose of the occasion and to unite lawmakers in their common effort.” The Constitution would be violated if legislators “singled out dissidents for opprobrium, or indicated that their decisions might be influenced by a person’s acquiescence in the prayer opportunity.” BOTTOM LINE: Government officials need to step in when and if outside speakers make statements that are hostile to religious minorities or atheists. It likewise would be unconstitutional for government officials themselves to open every meeting by delivering the Lord’s Prayer or any other prayer specific to one faith tradition. Prayers must be divorced from policy-making: IN THE U.S. SUPREME COURT’S WORDS: “In the town of Greece, the prayer is delivered during the ceremonial portion of the town’s meeting. Board members are not engaged in policymaking at this time…. It is a moment for town leaders to recognize the achievements of their constituents and the aspects of the community life that are worth celebrating.” BOTTOM LINE: Legislative bodies should ensure that any prayer is divorced from policymaking activity, so that those who wish to avoid the prayer can do so without missing the legislative portion of meetings. As a result, zoning boards, and other local bodies that engage in policymaking alone, should be wary about engaging in prayer at all. Public School Boards still can’t open with prayer: IN THE COURT’S WORDS: The ruling applies to the “limited context” of legislative prayers, where a history dating back to the country’s founding shows a longstanding practice of opening legislative meetings with ceremonial prayers. BOTTOM LINE: Public schools did not exist at the time of the founding, so there is no historical justication for prayers at school board meetings. Indeed, every court to consider the question has held that the Constitution prohibits school boards from opening their meetings with prayers. Those decisions remain in effect. FIGHT... EDUCATE... Every year, the college delegations at-tend a rally in which legislators and special guests speak in favor of community colleges in the area, and then the delegations have the chance to meet personally with the legislators of their district Advocating for MC Students and advocate for support for their community colleges. A total of 14 students represented Montgom-ery College’s three campuses. The TP/SS campus was represented by 3 students – Cinthia Irakoze, Antoine Battle, and Nathalie Hernandez Urrutia – as well as the Vice President and Provost, Dr. Brad Stewart; Dean of Student Development, Dr. Clemmie Solomon; and Director of Student Life, Mr. James Walters. The MC students talked to their district legisla-tors about the consequences that the new budget, presented by Governor Martin O’Malley to the General Maryland Assembly, caused to several Montgomery College projects. According to MC administrators, among other things, the gover-nor’s proposal cut the original request for MC Spotlight on Activism By Miquel Aldaco There have perhaps been few families in the United States more affected by the upris-ing in Syria as Mouhanad Abdulhamid’s. Mr. Abdulhamid graduated from Montgomery Col-lege in May of 2011, but lived and grew up in Damascus until 2005 when his family decided to leave the country. His parents, Khawla Yu-suf and Ammar Abdulhamid founded the pro-democracy group the Tharwa Project while still in Damascus, which eventually played a crucial role in their decision to depart. They con-tinue to run the off-shoot of the project in DC, now titled the Tharwa Foundation. Last year, on March 15th, 2011 demonstra-tions were held in cit-ies across Syria de-manding the release of political prisoners. This march re-sulted in 35 arrests “…People were being arrested, being killed like now, but people were more scared…” continued on Page 5 continued on Page 4 Students Participate in Governance Structure By Natalie Hernandez-Urrutia On February 2nd, Dr. Brad Stew-art, Vice President and Provost of the TP/SS campus, at-tended the semester opening meeting of the Student Senate in order to update stu-dents about the cur-rent status of the new Governance Structure as well as the oppor-tunities that students will have to serve in it. Starting Fall 2012, a new governance struc-ture will replace the current Academic As-sembly which advises the college adminis-tration about policies and making decisions regarding student life. This new governance structure will be more participatory, and stu-dents will have the op-portunity to sit among faculty, staff, and ad-ministrators and voice their opinions regard-ing the policies imple-mented by the college. Students will also be able to express their needs and worries. During his presen-tation, Dr. Stewart confirmed that for the first time, students will have representation in the college governance structure and will have a direct voice to the college’s administra-tors including Presi-dent Dr. DeRionne Pollard. “Students are going to help us to run the place,” he said. Charlie and the Chocolate Factory was  rst published in the United States by Alfred A. Knopf, Inc. in 1964 and in the United Kingdom by George Allen & Unwin in 1967.  e book was adapted into two major motion pictures: Willy Wonka & the Chocolate Factory in 1971, and Charlie and the Chocolate Factory in 2005.  e book’s sequel, Charlie and the Great Glass Elevator, was written by Roald Dahl in 1972. Dahl had also planned to write a third book in the series but never  nished it.
