Data is not a means in itself - it needs to be used
to create value. For data to be reusable it needs
to be technically and legally open. According to
the Open Definition:
“A piece of content or data is open if anyone is
free to use, reuse, and redistribute it — subject
only, at most, to the requirement to attribute and
share-alike.”
