So I will try to keep itshort. I will try to make a point on why we should turn PSI into Open Data and what it takes. Iwill focus on the chances and challenges for PSI re-use in Europe.

Februar 2011 2Some in some european countries PSI is open for re-use wile other countries some other PSIis NOT. Some European countries taking the lead like the UK & the Netherlands, wile otherslike Denmark & Spain are clearly picking up speed. The majority of the EU member states fallsway behind.

Februar 2011 4In Germany we have the federal System, with the federal Government, the federal states andthe local administration. All of them produce PSI and some of the PSI is open for re-use wilesome is NOT!

UrhG - intelectual property legislation IWG - Implementation of the EU PSI Directive (2003/98/EC) BDSG - data protection law IFG - Freedom of Information law UIG - access to GeoZG environmental spatial data access law information PSI re-use in Germany The legislative Framework surrounding PSISonntag, 27. Februar 2011 5Apart from the Federal System we have a legislative framework surrounding PSI re-use withmore than a dozen of different laws and regulations on all federal levels. !Some call it thelegislative jungle!

  8. 8. 3 simple rules for open government data - if it can’t be spidered or indexed, it doesn’t exist - if it isn’t available in open and machine readable format, it can’t engage - if a legal framework doesn’t allow it to be re-used, it doesn’t empower by David Eves 2009Sonntag, 27. Februar 2011 16Price models can prevent the re-use of PSI ...& pricing models can prevent innovation and new economic growthpricing models can be different for commercial / non-commercial re-use (hard to takle)so restrictive pricing models can make things very complicated and in-efficient!- Challenge: How can we measure something like the social ROI of open PSI / Open Data?
