WHAT’S NEW FOR 2013 Test Coordinator Items• The 2013 administration of the CELLA is March 4, 2013 to March 20 [NOT April].• The color of the To-Be-Scored Return labels is now described as “PINK.”• Testing Office Directions: Unused Student Answer Sheets [can] MUST be returned in the Not-To-Be-Scored Box or envelope.• District Coordinator shipment For all participating schools, a copy of the completed School Return Summary should be provided to the District Coordinator.• When a PreID label is affixed to a student answer sheet, boxes 23 – 24 should be completed ONLY if information has changed.• School personnel’s checklist: In Appendix C of the Test Administration Manual. If you have questions ESOL Office and Testing Office staff are here for you.   6. 6. 2013 DIRECTIONS FOR ADMINISTRATION (DFA)The DFA is required to administer the CELLA test. Primary Test Coordinator This is a SECURE document. It MUST be returned in the “Not To Be Scored” return shipment. “Think Missing Material List” 6

CELLA ADMINISTRATION ACCOMMODATIONS Primary Test CoordinatorYou MUST work with the ELL lead/teacher to ensurethe logistics and material planning are in place toprovide allowable accommodations.You must prepare in ADVANCE. MAKE-UP TEST ADMINISTRATION PROCEDURES Make-up testing may be conducted at any time during DUVAL’s administration window which ends MARCH 20th.Please do not wait until the last week to beginCELLA testing. You won’t be able to place inschool mail for return. All security and administration procedures must be followed while conducting make-up sessions. 8

NON-PREIDENTIFIED STUDENTSPre-ID Information was taken from Survey 7Level A: Test Administrator must complete all ofthe personal and demographic information foreach student or Primary Test Coordinator. Primarytest coordinator must check for accuracy.Levels B, C, and D: See page 13 of the TAM. The script for helping Levels B, C, and D students enter their personal and demographic information is now located in the DFA.Important: Incomplete answer sheets or inaccurateinformation will affect score reports. 12

FLORIDA VIRTUAL SCHOOL NON-PREIDENTIFIED STUDENTSTom Scott, Testing Director provides e-mail andnecessary information to primary test coordinators.For ELL students enrolled full-time in the FloridaVirtual School, it is essential to complete THEIRdistrict and school number on the student test bookor answer sheet, as appropriate. Do NOT use yourschool number for Virtual School students. 13

Pr eID STUDENT LABELS AND ROSTERSAll ELLs enrolled in the district as of January 9, 2013 and submitted bythe district in the PreID process (Survey 7) will have a PreID StudentLabel.School personnel are responsible for ensuringthat certain preidentified student information iscorrect. See page 19 in TAMPrimary Test Coordinator AND Test Administrator Reminders•Do NOT remove labels once they have been affixed.•Do NOT apply a label over another label.•Do NOT use the PreID Labels for verification purposes.•Do NOT use PreID Labels from previous test administrations. 14
  15. 15. SAMPLE PreID STUDENT LABELThe PreID Student Labels are included in the school’s Administration MaterialsShipment, and packaged alphabetically by grade. The followinginformation MUST be correct to use the student label:Look on Genesis•Student Last Name•Student ID Number Genesis FL ID field•District Number 16•School Number Does NOT begin with “3”•Grade Level•ELL StatusImportant: Even if the student has a verified PreID Label, boxes 1–5 and 9 MUST be completed on the Level A Test Book or LevelB, C, or D Answer Sheet.Different from FCAT. SAMPLE PreID Student RosterThe PreID Student Roster is included in the school’s AdministrationMaterials Shipment, and has one row of information per student to verify theaccuracy of student demographic information.Note: For security reasons, the electronic version of the PreID Student Roster is ONLYavailable to District Coordinators (This is Tom Scott) via ServicePoint. 16

INCORRECT OR MISSING PREIDENTIFIED INFORMATIONIf a student’s last name, ID number, district number, schoolnumber, grade level, and ELL status are correct but the PreID labelis missing other information, that information may be gridded on thestudent demographic pages.Gridding information which is already included in the PreID roster willNOT override the label’s information. 17

TEST SECURITY POLICIES AND PROCEDURESThink FCAT and EOCPrior to test administration, primary TestCoordinators, Test Administrators, proctors,and personnel involved in the testadministration should:•Receive adequate training•Sign and return the 2013 CELLAAdministration and Security AgreementDuval: Return with District CoordinatorOnly; copies filed at schoolDistrict Coordinators, School Coordinators,and Test Administrators must be able toaccount for ALL test materials assigned tothem.All CELLA testing materials must be kept Provided in Appendix C of the TAMsecure before, during, and after testing. 18
  19. 19. TEST SECURITY POLICIES AND PROCEDURES CELLA Security LogThink FCAT and EOC. Anyone who enters a testing room for thepurpose of monitoring a test is required to sign the log. • This applies to the Test Administrator and anyone who relieves a Test Administrator.Each school is required to maintain an accurate CELLA Security Log,provided in Appendix C of the TAM, for each testing room. 19

TEST SECURITY POLICIES AND PROCEDURES Missing Materials/Breaches of AdministrationDuval: Contact Testing Office, 858-1450, ASAP if you have a problem.Forms designed to report missing materials, test irregularities, and securitybreaches can be found on the FDOE CELLA website. • In the event a secure document is not found or a test irregularity or security breach is identified, school personnel and District Coordinators must use these forms to submit with a written report. 20

TEST SECURITY POLICIES AND PROCEDURES Tracking Secure Documents You may create an Excel spreadsheet or Word documentSecurity Numbers – Keep track • A list of secure documents can be found on page 23 of the TAM.CELLA Administration Record/Security Checklist • School Coordinators and Test Administrators must maintain certain required administration information and track the eight-digit security number of test documents. • Secure materials received from the District Coordinator must be added to this record. • Pre-populated version on Questar’s online portal, ServicePoint • Blank version provided in Appendix C of the TAM 21

TEST POLICIES AND PROCEDURES DNS (Do Not Score) and UNDO BubblesRemember bubbling is for the scanner.If you erase and then don’t darken UNDObubble, scanner can still read erasure markings.You must do the 2 step process.DNS or UNDO bubbles are located in Box 21 of the student answer sheet.There is a DNS and UNDO bubble for each of the four sections:Listening, Speaking/One-on-One, Reading, and Writing. If a test section has been invalidated/marked as DNS by mistake, erase the DNS bubble(s) and grid the corresponding UNDO bubble(s). If the answer sheet is packaged with the Not-To-Be- Scored materials, none of the test sections will be scored. 22
  23. 23. TEST POLICIES AND PROCEDURES Test Invalidation When in doubt, call the Testing Office, 858-1450Purpose of invalidation is to identify when the validity of test results has beencompromised. It is the responsibility of the District Coordinator to informschools that they may either: • Invalidate/mark as DNS only after discussion with the District Coordinator, OR • Invalidate/mark as DNS at the school level after discussion with the School Coordinator and the Test AdministratorA list of circumstances that may occur and require theappropriate DNS bubbles to be gridded can be foundon pages 26–27 in the TAM. 23

CELLA POLICIES AND PROCEDURES DEFECTIVE MATERIALS Duval: Call the Testing Office first, 858-1450If a test book or answer is identified as defective (e.g., the document is notreadable, missing pages, miscollated, or torn; has upside-down or duplicatepages; or is mis-cut), notify Questar Customer Service and return the defectivedocument with the Not-To-Be-Scored materials.Additional instructions on handling defective materialsis located on page 27 of the TAM. 24

AFTER RECEIPT OF ADMINISTRATION MATERIALSDistrict box(es) should be opened and checked against the box content lists.If there are any discrepancies Duval: Call the Testing Office, 858-1450.The District Coordinator should promptly notify Questar Customer Service.Each school should: 1. Count and verify that all boxes are received using the box count printed on the outside of each box. 2. Open the box(es) within 24 hours of receipt and verify all items listed on the shipping notice are enclosed in the shipment. 3. Report missing materials to the District Coordinator immediately. 4.
