  2. 2. Policy 3.1 Ensure that a critical mass of high quality, strategically located farmland is protected from development. <ul><li>Purchase of Development rights. Purchase agricultural preservation easements on at least 5000 additional acres in the Rural West. </li></ul>

  5. 5. Policy 4.18 Enhance the county park system and recreation facilities. <ul><li>Acquisition Schedule. Accelerate acquisition of land to meet the County’s long term recreation needs since suitable sites are disappearing rapidly. Priority for park acquisition should be directed inside the PSA where population is greatest. </li></ul>
  6. 6. Policy 5.14 Maintain or enhance the landscape character of roads: <ul><li>Scenic Roads in the East. Strengthen requirements for view protection. </li></ul>
  7. 7. Policy 5.18 Establish a county-wide historic preservation program. <ul><li>Broadening of participation. Coordinate county historic preservation initiatives and programs with state and federal programs and with historic preservation and interpretive programs of local nonprofit organizations. </li></ul>

Refine R-ED zoning district requirements and expand the use of this district in the eastern portion of the county… </li></ul>

Smart Growth has four straightforward goals: <ul><li>Support existing communities by targeting resources to support development in areas where infrastructure exists; </li></ul><ul><li>Save our most valuable natural resources before they are forever lost; </li></ul><ul><li>Save taxpayers from the high cost of building infrastructure to serve development that has spread far from our traditional population centers; and </li></ul><ul><li>Provide Marylanders with a high quality of life, whether they choose to live in a rural community, suburb, small town, or city. </li></ul>
