Marcellus Shale: Emerging Needs Impact on Career and Technical Education PSSC Presentation – 3/15/2012 Todd Taylor, CPI
Marcellus: Workforce Demand • Marcellus employment impacts (direct, indirect, and induced) in mining, construction, transportation, and warehousing was 43,480 jobs in 2010 (source: Considine, Watson, Blumsack, 2011) • From 2008 to 2010, the Central WIA showed a 1288.7% increase in Marcellus related employment (source: CWIA) • Online job postings related to Transportation and Marcellus rose 187.5% from Sep. 2010 to Sep. 2011 (source: CWIA)
Marcellus: Workforce Demand • Marcellus and Utica Shale – Estimates range from 60 – 100 years of utilization – All studies indicate long-term demand, jobs vary over the life stage of wells. • Long term need, wages, and proximity warrant strong consideration for CTE program additions, enhancements, etc…
Marcellus – Workforce Impact • Primary Markets – Gas, pipeline companies, etc… • Secondary Markets – Contractors supporting the industry • Tertiary Markets – Backfilling openings created by shifting workforce
Marcellus – CTE’s Role• CTE is in a prime competitive position to respond to the Marcellus industry• Watershed moment in workforce education for CTE• Niche market – facilities, curriculum and equipment largely available to CTCs• Technician level training at CTCs
Marcellus – CTE’s Role• Secondary Programs – Transition to Post-Secondary Education – Direct workforce training• Post-Secondary CTE Programs – Direct workforce training – Industry specific training – Post high school; up to Associates Degree – Industry certification and credentials
Opportunities for CTE – Demand Driven • Typical demand model: Workforce Workforce Labor Force Supply
Opportunities for CTE – Demand Driven • Marcellus demand model - inverted Available Labor Force Workforce Needed
Opportunities for CTE – Demand Driven • What happens when workforce demand exceeds supply? – Imported workforce (Texas license plates) – Wages rise (primary, secondary, tertiary) – All reasonable options considered – Idled operations, reducing needed supply • Example of the above – CDL / Truck driving jobs in Marcellus region
Opportunities for CTE – Demand Driven • Huge opportunities for those with supply capabilities (CTE) to build relationships with demand creators (Marcellus industry) • Marcellus demand model – meeting the unmet need
Marcellus Emerging Needs• What are the emerging needs that CTE can help meet? – Industrial / Mechanical – Safety – Construction – Transportation – Technology
Marcellus Emerging Needs• Things for CTE to consider before committing to Marcellus training: – Not all opportunities are evenly spread – Who are currently meeting the needs? – What is your capacity? – What is your level of commitment? – What are your specific areas of expertise?
Marcellus Emerging Needs• Things for CTE to do before committing to serious Marcellus training: – Fanatical commitment to safety – Commit to quality – Workforce readiness • Criminal records, drug screens, DUIs • Work ethic • Long hours• Stereotype of Pennsylvania workers
Marcellus Emerging Needs• CTE can’t be all things to all people, but… – Compressor Operator • Electrical, Industrial Maintenance, HVAC, others – Floorhand • Electrical, HVAC/Plumbing, Building Trades, others – Roustabout • HVAC, CDL, Carpentry, Building Trades, others – Driller • Welding, Mechatronics, Electrical, others
Marcellus Emerging NeedsExamples:• CTE Electrical Program as base – Expand to include rigging, pump systems, mechanical systems for Marcellus emphasis• CTE Welding Program as base – Expand to include pipe, downhand and uphill, AWS, ASME, and API qualification for Marcellus emphasis
Marcellus Emerging Needs• CTE is well suited to meet the following Marcellus job occupations:Logging equipment operators Derrick operators, oil and gasTruck drivers (sand, water, other) Rotary drill operators, oil and gasWelders Roustabouts, oil and gasFloorhands DrillersMobile heavy equipment mechanics Diesel mechanicsHeavy equipment operators Petroleum and gas techniciansService unit operators: oil, gas and Gas compressor and gas pumpingmining station operatorsPump operators Wellhead pumpers…….. and many more!
