Governance, Risk, and Compliance are more than segregation of duties, disaster recovery, back- up and other technical tool-kits within the IT shop. Legislation makes it clear that GRC is focused on Value management and Risk management, and is the responsibility of senior executives. Evaluating the legal compliance provided by SAP systems cannot be made on purely technical grounds. If the task of assessing GRC is delegated downwards within an organisation, the focus will be on tactical or technical measurements. So can GRC be measured and continually monitored for senior executives? For example, if 70% or more of the paid-for SAP standard programs are not used in a system, this is a poor ROI and indicates that IT may not be aligned with the business. Interfaces between SAP applications and custom code are potential internal control exposures. They may be poorly documented and lack audit approval. Cross-functional processes are rarely understood and monitored because IT organisations and skills are commonly aligned to vertical applications e.g. manufacturing, finance, sales. These, and other KPI’s, provide visibility for CEO’s and CFO’s into the GRC of their SAP investments. Why is this a compliance issue? Because the CEO and CFO are required to personally attest to meeting their various legal obligations. Therefore, if much of the risk management and value management information in their ERP system is hidden from them, their attestation is worthless.
