  • 5. Tatizo la Uendelevu • 54% ya vituo vya maji vijijini vinafanya kazi All Waterpoints (including non-functional points) Functional Waterpoints Only
  • 6. Average coverage Nzega District • Sehemu nyingi vituo vya maji ni vingi, sehemu nyingine ni chache • Na miradi mipya huenda kwa walio na vituo vingi Less than half (40%) of new funding going to wards with below average coverage Tatizo la Usawa
  • 7. Tatizo la Uwajibikaji • Development partners less hands-on • Weak demand-side accountability pressures • Result: an “accountability gap” • An underlying cause of equity and sustainability challenges – Equity: Voices of under-served communities not being heard – Sustainability: Local government not being held accountable for keeping WPs functional
  • 8. Government and Donor Response • Water Sector Development Programme “Programu ya Maji”
  • 9. Introduction to the WSDP • One single sector-wide programme for investment • US$ 951mn over 5 years • All major Development Funds for the Water Sector (i.e. no funds for recurrent costs – salaries, office running, etc.) • World Bank, African Development Bank, US Millennium Challenge Corporation (MCC), KfW (Germany), Netherlands • Biggest donor is the Government of Tanzania – 30% of the total budget
  • 10. Proposed Contributions (US$ Million) $200 $80 $207 $70 $60 $83 $251 $0 $50 $100 $150 $200 $250 $300 IDA(World Bank) AfDB US- Millennium Challenge Corporation Germany (KfW/GTZ) The Netherlands Government Others Government ofTanzania Source Contribution(MillionUS$)Where does the money come from?
  • 11. 30% 8% .. and where is it going? WSDP 50% 11% $951m $75m $106m $480m $290m Urban Water Supply and Sewerage Mainly to UWASAs Institutional Strengthening and Capacity Building Mainly to MoW Water Resource Management Mainly to Basin Water Offices Rural Water Supply and Sanitation Mainly to LGAs
  • 12. Status of WSDP – 2007-2010 • Launched in March 2007 • Funds flowing since 2007 • Two main activities in rural areas: – “Quick win” projects – Design consultants – 10 villages per district
  • 13. Mgogoro • Ambassador Hertz: – "We do hope that this water sector review will result in decisions which allow the DPs to release committed funds to the water basket. Further damage to the reputation of the WSDP and the water sector should be prevented.“ • Minister Mwandosya: – "I submit that, my dear development partners, the glass is half full."
We are not scaling down. We have raised hopes in 1300 villages and we will follow through on this.” – “The so-called 10 villages per district will definitely have to be reduced, to 4 or 6, since it seems the funding will not be available.” • Ufafanuzi: – Takribani vijiji 800 vilivyoahadiwa maji havitapata – Takribani watu 2,000,000 waliahadiwa maji hawatapata
  • 16. The future • Miradi ya maji vijijini: – Fedha zitaongezwa? – Vijiji vitakavyotolewa kwenye WSDP ni vingapi? – Ni vijiji vipi? – Vitachaguliwaje? • WSDP itaendelea baada ya 2012? Haijulikani!
  • 17. Asanteni
