GOOD PRACTICES IN BUILDING RURAL DEVELOPMENT INSTITUTIONS AND PRODUCER ORGANIZATIONS: HOW TO EMPOWER SMALL-SCALE PRODUCERS TO INCREASE FOOD SECURITY

Institutions - “Rules of the game” (Formal - legal rules, by-laws, statutes - or Informal - work routines, social codes of conduct and customs) – Douglas North, 1990 . Organisations - “Players of the game”
Types of Rural organizations
Common Property Resource Groups
River and Water Users associations;
Forestry management associations;
Management and use of rangelands associations etc
Producer Organizations
Groups that engage in a wide range of agricultural activities, such as crop and livestock production, forest products, fishing and fish production, post-harvest & processing/marketing activities (SHGs, CIGs, Cooperatives Groups)
Multi-sector Functional Committees
Village development committees
Municipal development committees etc.
Single-sector Functional Committees
Health Committees and Education Communitees – commonly found in social development fund projects
Micro-finance organizations
Community based rural development organzations primarily working through matching grants facilities. However, it does support community savings groups, revolving finance groups

The issues
Continued population growth, urbanization and rising incomes are likely to continue to put pressure on food demand.
Small scale producers in most of LDC were not able to reap the benefits of high food prices during the 2007-2008 food price crisis.
Rural People’s institutions and organizations are a critical part of the solution of these challenges

Why are we looking at rural institutions and producer organizations? They play a critical role in overcoming these constraints

Elements of success of POs and institutional arrangements
The efficiency and sustainability of rural organizations are based on:
the extent of relationships that small-producers develop:
Bonding or intra-group relationships,
Bridging or inter-group relationships,
Linking or extra-group relationships,
And the quality of the interactions of the non-linear and non-sequential relations.

The key messages
Two messages. Improve :
POLICY MAKERS AWARENESS:
Small producers through robust rural institutions and organizations are able to play a greater role in meeting a growing food demand on local, national and international markets by fully “playing the game” on markets and by influencing the “rules of the game” ;
DEVELOPMENT PRACTITIONERS AWARENESS:
To be efficient and sustainable small-scale producer organizations need to be build upon an extended networks of relationships.
