  2. 2. The PPR Panel is a body of the Authority and isresponsible for providing the scientific opinions of theAuthority.21 Members appointed for a 3-year mandate, which can berenewed twice.Supported by WG including external experts with ad-hocexpertise.Independence policy. 2
  3. 3. Article 29 of the General Food Law:The authority shall issue a scientific opinion:(a) At the request of the Commission, in respect of any matter within its mission, and in all cases where Community legislation makes the provision for the authority to be consulted(b) On its own initiative, on matters falling within its mission.The EU Parliament or a Member State may request theAuthority to issue a scientific opinion. 3

All requests for opinions have to state clearly the Terms ofReference to be addressed and the deadline to adopt theoutput.All requests need to be approved by the Mandate ReviewCommittee of EFSA before being processed.Negotiation of the deadline possible with the Commissiontaking into account: Level of priority Extent of the mandate and existing resources The existence of new scientific elements 4

  7. 7. Major change for the future:Development of Guidance document will be progressivelytransferred from the Panel to EFSA: Article 31 of the General Food Law EFSA WGs including experts of PPR Panel and ofcompetent MS organisations 7
