    • Hello!
    • My Name is Todd and I’m here from the SC Department of Education. I work in the Office of Health and Nutrition.
    • Did you know:
    • We serve over 80 million school lunches in SC annually?
    • I would like to talk to you about:
    • FFVP in SC
    • Farm to School in SC.
  • 2. Food, Conservation, & Energy Act of 2008
    • Also known as the Farm Bill became law on May 22, 2008, which amended the Richard B. Russell National School Lunch Act (NSLA) by adding section 19-the Fresh Fruit and Vegetable Program.
  • 3. Allocation of Funds
    • FFVP in South Carolina
    • We received 1.2 million dollars in 2009-2010 for the FFVP
    • We were able to fund the FFVP in 51 schools around the Palmetto state this year.
  • 4. Food, Conservation, & Energy Act of 2008 (Farm Bill)
    • School Selection Criteria:
    • Only Elementary schools may participate
    • Selected Schools must also operate the National School Lunch Program (NSLP)
    • Each interested school must submit an application for participation in FFVP
    • Each school must have 50% or more of its students eligible for free/reduced meals
  • 5. Food, Conservation, & Energy Act of 2008 (Farm Bill) Cont.
    • Highest priority must be given to schools with the highest percentages of low income students
    • The total enrollment of all schools selected in the State must result in a per student allocation of $50 to $75 per year.
    • *Example: States should select a school with 60% free/reduce price enrollment before selecting a school with 55% F/R enrollment.
  • 6.
    • The goal of the FFVP is to:
      • • Create healthier school environments by providing healthier food choices.
      • • Expand the variety of fruits and vegetables children experience.
      • • Increase children’s fruit and vegetable consumption.
      • • Make a difference in children’s diets to impact their present and future health.
  • 7. Farm to School in FFVP
    • Make a commitment to farm-to-school projects by purchasing fresh fruits and vegetables from growers and farmers in your community. Farm to school projects are collaborations between farmers and schools that increases your access to fresh local farm products, and expands market opportunities for family farms.
  • 8. General Program Parameters
    • FFVP operates under the NSLP, under an addendum to the State Agency/School Food Authority agreement. (Must have this signed and dated before any funds will be released).
    • Selected schools receive reimbursements for the cost of making fresh fruits and vegetables available to students throughout the school day.
  • 9. General Program Parameters (cont.)
    • In accordance with direction from Congress contained in the conference report that accompanying the Farm Bill, the intent of the FFVP is to provide children with free fresh fruits and vegetables . It is not the intent of the FFVP to allow this program to provide other products, such as nuts, even commingled with other foods, such as in a trail mix.

  • 11. Geographic Preference
    • Section 4302 of Public Law 110-246, the Food, Conservation, and Energy Act of 2008 amended the Richard B. Russell National School Lunch Act.
  • 12. Geographic Preference
    • This preference allows institutions receiving funds through the Child Nutrition Programs to apply an optional geographic preference in procurement of
    • unprocessed agriculture products.
  • 13. Farm to School
    • Successful Farm to School Programs are based on relationships. Take time to contact the local School Food Service Director and set-up a meeting.
  • 14. Possible Roadblocks in F2School
    • Distribution to all schools in district
    • Cost Considerations
    • Products in usable forms due to labor constraints in the school lunch program
  • 15. Successful F2School Programs
    • Provide Farm to School Tours
    • Agriculture Education
    • Conversations with the stakeholders to determine feasibility of a F2School Program
    • Taking time to determine what capacities are needed for the ADP in the school/district
    • Work with district so that these foods are promoted on the school menu and other ways
  • 16. FOOD & LABOR COST in the School Lunch Program
    • Food/Supplies 40% of Revenue
    • Labor/Benefits 40% of Revenue
    • Avg. Meal Price in SC $1.60
    • $1.60 x .40=.64 + .25 (USDA)=.89 for Food
    • .89 - .24(milk)=.65
    • .65-.40(entrée)=.25
    • .25-.08(grain/bread)=.13
    • .13 is about what schools have to spend on ¾ cup of fruit/vegetable
