Dr. Burghard Flieger, innova eG Projektbüro Freiburg, Erwinstrasse 29, 79102 Freiburg, Tel. 0761/709023 email@example.com, www-innova-eg.de Proposal A wave of energy co-operatives through Initiators and active citizenship
innova eG development partnership for new co-operatives Kurzvorstellung
The innova eG is a nationwide operating co-operative of co-operative federations, training bodies and further organizations based in Leipzig.
innova initiates and supports new kind of co-operatives. For example plans and supports models for sustainable employment of disadvantage people by vocational training, consultancy services and feasibility studies .
In cooperation between the German wide operating evangelical adult education and the innova eG project initiators will trained to found sustainable energy co-operatives.
As many as possible interested citizen should join the training. In the training community based active citizenship will be combined with the know how of co-operatives in self-help and self-responsibility.
Why: the information available about the positive effects of the co-operative approach is not sufficient for a wider initiating of co-operative in the field of sustainable energy production and distribution.
Citizen solar electricity communities First steps
Many citizen in Germany are engaged in extending solar energy by forming “Bürger-Solar-Gemeinschaften”. A citizen solar power station is created if a certain number of citizen have solar panels of a third party (not their own) roof. In Germany we have around 1.000 “Bürger-Solar-Gemeinschaften”.
Since the 1. July 2005 Germany has a “Prospektpflicht” for investments funds. Through this reason now “Bürger-Solargemeinschaften” have to put efforts in producing “Prospekte” and need an allowance of the supervisory organisation of the bank sector.
This allowance is not necessary for shares in co-operatives. Specially for bigger power stations the co-operative is a ideal form to organise “Bürgersolarprojekte”.
Analysing experiences already made research
It is necessary to learn from the experiences of co-operative in the energy sector. For this reason before the training will be held it is planed to do a research on all existing of old and new co-operatives in the energy sector. The results will be used for the training program.
The topics of the research are:
Which kind of citizens involvement will be strengthen through co-operatives?
Which types of co-operatives are used in the energy sector and which are successful?
What standard concerning technologies is used and how they are implemented in the local co-operatives?
Initiators are offering the know how targetgroup
The number of co-operatives in the energy sector is increasing. But it is possible to be more efficient in creating new co-operatives through better train initiators. Also in the history of co-operatives initators had an important role.
In a knowledge based society initiators need actual information and a good qualification to be efficient.
Active citizenship through co-operatives Summary
For being successful in preventing climate change it is not possible to delegate the responsibility to political organisations and politicians. Also research and technology alone will not solve the the problem
Science and government need parallel to their work against climate change the engagement of local citizen. Without the work of citizens on the local level, many initiative are not successful in the end.
Engagement of citizen need organisational forms which are efficient in their economy and which are social responsible. This is will happen through co-operatives.
