The County isaccepting public comments regarding its Draft Substantial Amendment to the 2011 Annual Action Plan whichincludes new activities proposed for ESG funding and designed to better meet community, housing, andeconomic development needs in suburban Cook County.Applicable Public Comment Period: 30 Days – October 8, 2012 through November 8, 2012ITEM TWO:Draft Substantial Amendment to the 2012 Annual Action PlanThe Cook County Department of Planning and Development within the Bureau of Economic Developmentcurrently receives Community Development Block Grant (CDBG) and Emergency Solutions Grants (ESG)(formerly known as Emergency Shelter Grants) funding on an annual entitlement basis from the U.S.Department of Housing and Urban Development (HUD). The County is accepting public comments regarding itsDraft Substantial Amendment to the 2012 Annual Action Plan which includes revised and new activitiesproposed for CDBG and ESG funding and designed to better meet community, housing, and economicdevelopment needs in suburban Cook County.Applicable Public Comment Period: 30 Days – October 8, 2012 through November 8, 2012ITEM THREE:Draft Revised Citizen Participation PlanThe Cook County Department of Planning and Development within the Bureau of Economic Developmentcurrently receives Community Development Block Grant (CDBG), Emergency Solutions Grants (ESG) (formerlyknown as Emergency Shelter Grants), and HOME Investment Partnerships Program (HOME) funding on anannual entitlement basis from the U.S. Department of Housing and Urban Development (HUD). The County isrequired by HUD to adopt a citizen participation plan. The County is accepting public comments regarding itsDraft Revised Citizen Participation Plan which is structured to better incorporate public and stakeholder input aswell as comply with updated applicable HUD regulations.Applicable Public Comment Period: 30 Days – October 8, 2012 through November 8, 2012

ITEM FOUR:Draft 2011 Consolidated Annual Performance and Evaluation Report (CAPER)The Cook County Department of Planning and Development within the Bureau of Economic Developmentcurrently receives Community Development Block Grant (CDBG), Emergency Solution Grants (ESG) (formerlyknown as Emergency Shelter Grants), and HOME Investment Partnerships Program (HOME) funding on anannual entitlement basis from the U.S. Department of Housing and Urban Development (HUD). The County isrequired by HUD to report annually on program performance. The County is accepting public commentsregarding its Draft 2011 Consolidated Annual Performance and Evaluation Report (CAPER) which outlinesprogram performance during Program Year 2011 covering October 1, 2011 through September 30, 2012.Applicable Public Comment Period: 15 Days – October 24, 2012 through November 8, 2012Public Comment OpportunitiesAn important part of the process of developing the Draft Substantial Amendment to the 2011 Annual ActionPlan, the Draft Substantial Amendment to the 2012 Annual Action Plan, the Draft Revised Citizen ParticipationPlan, and the Draft 2011 Consolidated Annual Performance and Evaluation Report (CAPER) is to promote citizenparticipation and solicit input. The Drafts may be reviewed at the Cook County Bureau of EconomicDevelopment offices at 69 West Washington Street, Suite 2900, Chicago, IL 60602, or on-line at the CookCounty website: http://blog.cookcountyil.gov/economicdevelopment/legal-notices-and-applications/during theapplicable public comment period specified above.In addition, all Drafts will be reviewed and considered for approval at a public hearing conducted by theCommunity Development Advisory Council (CDAC) at 7 p.m. on Thursday, November 8, 2012. This meeting willoccur in the Cook County Board Chambers located at 118 North Clark, 5th Floor, Chicago, IL 60602. Publicparticipation is welcome and encouraged.All interested parties are encouraged to provide written comments. Written comments for all Drafts are beingaccepted during the applicable public comment period specified above and must be received by 4:00 p.m. onNovember 8, 2012 in order to receive consideration.
