  1. 1. Ministry of Public Administration and Security
  2. 2. Contents 1. Background 2. Green IT: Concept 3. The Role of IT in Green Growth 4. Green IT Policy Directions 5. Major Initiatives 6. Conclusion
  3. 3. 1. Background (1) 4th Revolution in Human History: Beginning of a New Era of quot;Green Revolutionquot; Industrial Information Agrarian Society Society Green Society Society (the Industrial (Digital Revolution) (Green Revolution Revolution) Steam TV PC Internet e-Government u-IT Green locomotive Telephone e-Society u-Green Society
  4. 4. 1. Background (2) Growing Calls Need for a New Growth Engine To Reduce Carbon Emissions Worsening energy situation (97% imported) World-wide growth of Green IT market Intense efforts to reduce carbon emissions needed Developed countries adopting ‘Green - Korea ranked the world's top 10 carbon- IT’ as a major state agenda emitting country. IT Speeds Transition to Low-Carbon Society Promote Green IT as a New Growth Engine Green IT Promotion Needed for Low-Carbon Green Growth Low-Carbon
  5. 5. 2. Green IT: Concept
  6. 6. 3. The Role of IT in Green Growth Green IT promotes the transition toward low-carbon society With the use of IT, a 15% reduction (7.8 billion tons) in the world’s carbon emissions is possible by 2020 (GeSI, 2008) Carbon Emissions Reduction by Sector Expansion of Telecommuting/ Smart Transportation / Teleconference Logistics (360 million tons) 4.61 (2.28 billion tons) 29.23 Energy-Efficient Buildings 21.54 Reduction of Paper Use (1.68 billion tons) (130 million tons) (Unit: %) 1.67 30.51 Establishment of Smart Grid 12.44 Efficiency Increases in (2.38 billion tons) Manufacturing Process (970 million tons)
  7. 7. Green IT, A New Growth Engine Leading Green Growth Fast growth of world-wide Green IT Developed countries increasing Green IT investment annual growth rate of 60 percent -U.S. : Annual investment of 10 billion dollars made into the (Forrester, 2009) 4.8 billion dollars e-medical sector - Japan : Investment of 3 billion yen devoted to development of Green IT technology (as of 2008) - Denmark : Green IT as an export promotion strategy Strict environmental requirements of IT products - U.S. : Energy Star 5.0 0.5 billion dollars - Japan : Top-Runner Programme - EU : EuP, RoHS, WEEE, etc. 2008 2013 Optimal Conditions for IT-based Green Growth Largest share of world display technology market (38.4%) Highest rate of Internet penetration among OECD countries IT industry make up 34% of the total exports 5th in the U.N. Global E-Government Readiness Index
  8. 8. Development of Green IT Sector Emerges as a New Challenge - 2% of the total CO2 emissions worldwide generated from power consumption of ICT, and this volume is expected to increase to 10 to 15% by 2025 (Gartner, 2007), ※Korea recorded 2.8% of the total volume of emissions, higher than the global average level (as of 2008). Power consumption by IT devices increasing at an accelerated pace Increased distribution of IT devices such as servers and storage - Average annual increase rate : servers - 13%, data storage capacity - 56% Increase in standby power increased as info-tech consumer electronics and home-network becomes more widely used - 11% of the total power consumption in households is due to standby power IDC, A HUGE Electricity Hog Total volume of CO2 emissions by Internet data centers (IDC) worldwide expected to reach 250 million tons by 2020 (about 45% of the total domestic volume of emissions) The volume of domestic electricity consumption by IDC increased by more than 20% - One data center consumes 20,000kw, the same as the volume of the apartment building with 10 thousand households
  9. 9. Low level of IT Infrastructure Utilization Domestic Paper Energy Consumption Management Telecommuting System for Telemedicine Service Buildings 20% increase annually with 8 Korea - less than 1% million tons Limited to large while in Japan - 10%, in 2008 Full-scale roll-out buildings like U.S. - 4% shopping malls delayed without proper legal frameworks arrangements
  10. 10. National-level promotion in progress; Domestic Green IT market still at an early phase Ministry of Public Administration and Security: Green Informatization for Low-Carbon Green Growth Strategy (Jan. 16, 2009) Ministry of Knowledge Economy: IT Industry Strategy for Green Growth announced (Jan. 15, 2009) Korea Communications Commission: Plans for the Green Broadcasting and Communications Service announced (Mar. 16, Central 2009) Government Bodies Seoul: Establishment of the Building Energy Management System (BEMS) for ten public buildings of Seoul City in progress Northern Jolla Province: Vision for the Promotion of the LED Convergence Green Industry announced (Feb. 13, 2009) Gangnam-gu (one of the local government districts of Seoul): A carbon mileage system Municipal Governments adopted, and the 'e-Energy Savings Practice Project‘ launched for the first time in Korea Samsung Electronics: Developing eco-friendly products such as low-power LED laptops and solar-powered mobile phones Samsung SDS, LG CNS, KT, etc.: Developing technologies for Green IDC and launching pilot projects Corporations SKT: Expanding the use of shared base stations and promoting the development of standardized models for eco-friendly base stations
