Who is .CO Internet S.A.S?

.CO Internet S.A.S. is a strategic venture formed by Arcelandia S.A., a wholly-owned Colombian company, and the U.S. company Neustar, Inc., for the purpose of administering, operating and promoting the .CO top-level domain.
Arcelandia is a holding company with interests in a variety of Internet-related and other businesses; and Neustar is a world-leading provider of global registry and managed DNS services for top-level domains.

When will .CO Launch?

April 1 – April 20 – Local Sunrise A for trademarks registered in Colombia
April 26 – June 10 – Global Sunrise B for trademarks registered globally
June 21 – July 13 – Landrush for premium domains
July 20 – General Availability

Sunrise A & B
The Sunrise Process is divided into two parts, Sunrise A and Sunrise B.
Local Sunrise A - April 1 - 20, 2010. Priority is given to trademarks that have obtained registered status by the Colombian Trademark Office on or before July 30, 2008.
Global Sunrise B - April 26 – June 10. Priority is given to trademarks of national effect that have obtained a registered status in any country in the world on or before July 30, 2008.

Sunrise – Special Things to Note
All applications will be validated and an auction will be conducted for multiple applications of the same domain name.
Having obtained a registered status on or before July 30, 2008 refers to the date on which the competent trademark office must have taken the decision to register the trademark, and not the date of entry into effect of the trademark registration.

IP Clearinghouse
Established and managed by Deloitte and Laga to assist brand owners in securing their brands in .CO during the Sunrise process
Brand owners will have the opportunity to obtain up-front assurance that their trademark records meet the requirements of the .CO Launch & Registration Rules

Validation involves checking the eligibility of the legal rights claimed as the basis of each Sunrise application using official national and trademark databases and submitted documentary evidence through Deloitte and Laga.
Information must be provided in English or Spanish, or otherwise must be accompanied by a certified translation
- Applicant is the holder of a right to the registered trademark
- Trademark obtained a registered status on/before June 30th 2008
Trademark Validation

If an Application is based on a trademark consisting of a dictionary word or generic term – proof of substantial use may be required, such as:
Significant investment has gone into the development and promotion of the corresponding trademark online and offline;
Substantial sales threshold can be demonstrated in connection with goods and services associated with the mark.

Short List of Protected Marks
.CO Internet will be the first domain registry to deploy the Deloitte list of 100 trademarks, which will offer added protection to a short list of high road, global brands.
The list will be based, in full, on the trademarks identified by Deloitte on the basis of criteria they have defined in consideration of various industry best practices.

Criteria Established by Deloitte
The number of trademarks that have been registered by brand holders
Whether the trademark has been used in the context of previous sunrise processes
Whether the brand has a history in being the object of cybersquatting
Whether the brand has been cited as a “famous and well-known” trademark
Whether the trademark has been registered as a domain name in various TLDs by the trademark owner
Web site rankings and link counting

Additional Rights Protections
UDRP . Domain name disputes that arise in connection with the .CO domain will be governed by the Uniform Domain Name Dispute Resolution Policy (UDRP).
Rapid Takedown/Suspension . A policy will be put in place to suspend domain names in which phishing, pharming, malware or other security threats are found. We will also implement a system where brand owners can quickly and inexpensively resolve clear cut cases of cyber-squatting.
