The criticality and immediacy for action cannot be overstated.

The recommendations by GAO to the Department of Homeland Security requires the combined and unified participation by all military departments, the Department of Justice, the Department of Commerce, federal agencies responsible for regulating the maritime and shipping industry, the Department of Transportation, representatives from the maritime and shipping industry and community, and experts in cybersecurity. The GAO multi-tasking to the Department of Homeland Security is an added layer of oversight and administration that diminishes the expeditious handling of this issue, efficient and effective implementation, and delivery of the required cybersecurity systems. The Department of Homeland Security was created to be the singular agency, the demonstrated history and record has not been kind.

A recent catastrophes and recent IT implementation are lessons learned.

The time is now. Move on, move forward with new knowledge-based, innovative applications and methodologies.

The Center for Strategic and International Studies is recommended as the lead agency.

Bryant, Esq., Principal, Bryant’s Maritime Consulting, Gainesville, Florida, brought the referenced GAO Report to my attention this morning, June 6, 2014. Mr. Bryant was Legal Officer during my career with the Second Coast Guard District, St. Louis, Missouri. Expediting cybersecurity operating system upgrades is a priority and immediate requirement for our National and Homeland Security. Your help to bring together Stakeholders and Experts in DOD, the Federal and private sectors is requested. The GAO Report and Recommendations prepared for United States Senator John D. Rockefeller IV, Chairman, United States Senate Committee on Commerce, Science, and Transportation requires priority attention and immediate action. The proximity of Honolulu Harbor, Port of Hawaii, the Kapalama Container Terminal, the United States Coast Guard Sector Two facility for Hawaii and Pearl Harbor United States Navy deep-water Naval Base and the Headquarters for the United States Pacific Fleet
  • 2. General James E. Cartwright June 6, 2014 Page 2 We have corresponded on DOD facilities in Hawaii, Pearl Harbor, Hickam Air Force Base and Marine Corps Base Hawaii. On October 1, 2010, Pearl Harbor joined with Hickam Air Force Base to become Joint Base Pearl Harbor-Hickam (JBPHH), a single joint installation to support Air Force and Navy missions in the Pacific. This brings more significance and importance of addressing cybersecuirty issues. The DOD sectors, the Army, Navy, Air Force, Marine Corps and the United States Coast Guard have been in the forefront in addressing cybersecurity technology issues. To have a fully integrated system for the maritime port sectors and the DOD systems is a matter I have strong reservations. Cybersecurity and threats to our National Security are evolving each day. As Vice Chairman of the Joint Chiefs of Staff and continuing with the Center for Strategic and International Studies cybersecurity you have led the charge.
