Matson, Horizon Lines, and Pasha Hawaii do not have current tariffs with the Hawaii Public Utilities Commission to provide intrastate water carrier service for goods shipped within the Port of Hawaii between Hawaii's neighbor island harbors.

The STB has stated that the Board has no jurisdiction for goods transported within the Port of Hawaii - the harbors of the Big Island of Hawaii, Maui, Honolulu, Lanai, Molokai, Hana, and Kauai.

The letter from the Chair of the Hawaii Public Utilities states that the Commission has no jurisdiction for goods transported intrastate with the Port of Hawaii - the harbors of the Big Island of Hawaii, Maui, Honolulu, Lanai, Molokai, Hana, and Kauai.
