                         Policy and process news from CNIC for CYP
                                                       Professionals
Navy Teen Council (NTC) - 19-25 March set a milestone for Navy CYP. 10 Navy teens from 10
different Navy installations representing six Navy
Regions came together at the BGCA Keystone
Conference in Ft. Worth, TX. This group of teens has
effectively formed our Navy Teen Council (NTC).
Through various trainings on teen advocacy, public
speaking, bullying prevention, etc. the NTC has
begun to build its goals, expectations, and
communication plan. The overall mission of the
NTC is to

       1) Increase and improve communication
       between Navy teens and Navy leadership,

       2) Increase the relevancy of Navy Youth
       Programs in teens' lives, and

       3) Initiate change that will improve the quality of life for Navy teens worldwide.

NEW CNIC Standardized Parent Handbook:                                    All programs are required to provide a
handbook to parents with children participating in Navy CYP. A standardized Navy CYP parent handbook has
been developed to assist program directors in meeting this requirement and to ensure a standardized message is
articulated to families registered in Navy CYP. The attached policy letter, CYP directors shall use the attached
parent handbook to meet this requirement. Installation specific information is needed for some of the topic areas.
Instructions are provided on how to use the parent handbook template to add installation information. The CNIC

Summer Camp Opportunities:
OMK Camps – An offshoot of Army’s Operation: Military Kids Program, OMK camps are offered across the
US for military children and youth who find themselves in the deployment cycle. Camps vary in the age group
they serve and the activities involved. For more information visit

Teen Adventure Camps - These camps opportunities are offered for all military teens age 14-18. Camps vary
in length and activities but are all designed for teens to explore high adventure activities such as climbing,
kayaking, rafting, camping, etc. More information can be found at
http://www.extension.purdue.edu/Adventure_camps/campshome.html. As part of the Adventure Camp program,
three camps are also offered for children and youth with special needs.

The NTC holds monthly conference calls and is continually communicating with CNIC's SAC/YP Coordinator
and Program Specialists to mobilize teens on their installations and to initiate various projects. Installations

BGCA Keystone Conference - Approximately 2000 teens attended the BGCA Keystone
Conference in Ft. Worth, Texas this past March. After several motivational speakers, well known music artists,
and intentional training sessions, teens departed to better their clubs and communities. The Navy Teen Council

NAYS Chapter Management Website Update - The NAYS Chapter Management
Website has been updated and now reflects "official" Navy installations titles. Please ensure that this title is used
when utilizing NAYS services.

Navy FitFactor - New Incentives Incoming!!! -                              Youth Programs will be excited to
know that new FitFactor level incentives have finally been shipped to all installations! Programs can expect to
receive their shipments by the end of May 2012. Based on youth feedback, all the incentive level prizes and

Save the Date: NAFCC Annual Conference:                                       The 22nd Annual NAFCC
Conference will be held 26-28 July in Atlanta, Georgia. This year’s theme is “The Magic of Family Child

   •   NAFCC Observer training will               be offered during the NAFCC National Conference. This two
       day session runs July 25-26 from 8-5 each day.

   •   NAFCC Observer Refresher Training is being held Thursday 26 July from 1-5
       pm.

DoDEA School Talk is a NEW monthly forum for the community of the Department of Defense
Education Activity -- your chance to interact directly with DoDEA's leaders as they discuss topics related to
educating the children of America's service members.

On the first edition, Director Marilee Fitzgerald introduced DoDEA's new show, "School Talk"; shared some
observations, priorities, and points of celebration for the system; addressed how parents, students and teachers
can become involved in the discussion; and talked to the 2012 DoDEA teacher of the Year, Angela Wilson.

NAVY FEE ASSISTANCE PROGRAMS Child Care Aware® of America (formerly
NACCRRA) is working with the U.S. Navy to help parents find and afford child care that suits their unique
needs. Through the fee assistance program, Navy families are eligible to receive monthly fee assistance to help
offset the cost of child care in their communities.

Programs Available

Operation Military Child Care (OMCC)
The OMCC program provides fee assistance for Families of Sailors who are deployed or attached to a ship.

Military Child Care in Your Neighborhood (MCCYN)
The MCCYN program provides fee assistance for families of Active Duty Sailors who are unable to access on-
installation child care. Families living within 15 miles or 20 minutes of a Naval Base must be on the base child
development center waitlist before applying for fee assistance.

Exceptional Family Member Program (EFMP) Respite Care
The EFMP program is specifically designed for Navy families who have children ages birth to 18 identified as
Exceptional Family Members, category IV or V. The program provides 40 hours of respite care per month to
support the unique child care needs of EFMP families. Please contact Child Care Aware® at 1-800-424-2246
for more information regarding eligibility and how to apply.

Eligibility Requirements for OMCC & MCCYN

• Fee assistance programs are provided for children ages birth through 12 years.
• The Service Member’s spouse must be working or enrolled in school for the OMCC or MCCYN programs.
  Temporary assistance is available for spouses who are seeking employment.
• All programs require families to use a provider with a state child care license who has been inspected within
  the last 12 months. For the MCCYN program, providers must meet additional high quality standards.

EXCEPTIONAL FAMILY MEMBER PROGRAM (EFMP)
School Liaison Officers (SLO) and EFMP Case Liaisons (CL) partner to provide quality support services to
special needs families:

EFMP CLs provide information and referral regarding community support services that meet the specific needs
of EFMP families, and help them navigate an often confusing and cumbersome support system. They serve as a
link between families and military, national and local community resources. CLs also provide non-medical case
management, and assist families in the development and maintenance of Individualized Services Plans (ISP).

SLOs Together, SLOs and CLs will provide you with information, education and the tools you need to
successfully advocate for yourself, your family and your EFM. Contact your local Fleet and Family Support
Center to get in touch with your EFMP Liaison or School Liaison Officer.

The NAF CYP kicked off the Month of the Military child with a parade to the
                                    flagpole. The children rode their bikes, scooters,
                                    walked, and was pushed in strollers and wagons
                                    to the flagpole. Then the children recited the
                                    national anthem, sang the grand old flag and then
                                    proceeded to the front of the thrift store to plant
                                    flowers and trees for earth day.




NAS Jacksonville School Liaison Officer                              Dawn
Mills, recently held a class for parents detailing the steps necessary to enroll
their children in kindergarten for the upcoming school year. Parents who
attended the meeting were impressed with the amount of information that
Ms. Mills was able to provide them with, including information on magnet
programs, impact aid, and the importance of parents filling out documents
identifying their child as a military dependent when enrolling in local school
systems. Ms. Mills was also instrumental in a recent visit to NAS
Jacksonville by First Lady, Michelle Obama. Mrs. Obama held a
conversation with 300 high school junior and senior girls as part of her JoiningForces initiative. The visit with
Mrs. Obama also included a video feed of the "Ellen" show which subsequently aired on 16 April 2012. Each
high school junior and senior girl in attendance received a $250 gift card from JC Penney, along with a gift bag
of goodies. It was Ms. Mills who worked with the local schools to identify the junior and senior girls, get them
official White House invitations, and ensured that they were taken care of while at the event.

NDW Participates in U.S. Department of Education Military Student
Forum As part of the Obama administration initiative to support military families, the U.S. Department of
Education has focused on providing strengthened educational opportunities for children of military families. To
this end, 15 military-connected high school/college students, representing all branches of service, in the National
Capitol Region, have been invited to attend a meeting with U.S. Department of Education Secretary Arne
Duncan to discuss their personal experiences of being a military student, how they have been supported
throughout their educational career, and how they could be better supported in schools. There is a possibility that
Dr. Jill Biden will also be in attendance. The meeting will take place at the U.S. Department of Education
Administration Building on Monday, April 16, 2012 from 1300-1500. As of today, NDW has three military
students confirmed for attendance all are from active duty families, and are from (1) NAS Pax River, (1) NSA
Annapolis, (1) NSA South Potomac - Dahlgren.


GTMO CYP Youth Performers                         CYP youth joined local
band Sounds Like Chicken in performing songs requested by the audience
                                     during "Songolian Night" at The Bay
                                     View club. The event combines live
                                     music and Mongolian a dinner. In the
                                     pictures, 7th grader Leah Mason plays                               flute
                                     and 8th grader Chris Harris plays tuba                              with
                                     the group. Twelve GTMO youth musicians, grades 6-12, will travel to
                                     San Juan, Puerto Rico and perform with the choir and band at Antilles
                                     High School in Ft. Buchanan.




                                  NCBC Gulfport/Stennis Child & Youth
                                  Programs joined the Department
                                  of Defense and military communities
                                  worldwide in celebrating April as the
                                  Month of the Military Child. Through
                                  collaborative efforts with on and off-
                                  installation entities, an array of
                                  innovative special events for parents
and children were hosted April 2-7, 2012. Approximately 800 children
and parents had the opportunity to receive beneficial resources and take
part in the following special events: Easter egg hunts, CBC Fire House
safety demonstrations, face painting, carnival games, moon bounces, a rock climbing wall, laser tag, Stennis
Space Center Astro Camp, and interactive activities with Mobile Games.

NSA PC Honors Military Children In First
Annual Purple Up! Day Celebration by Lynda

Month of the Military Child was celebrated this year at Naval
Support Activity Panama City in a special way. NSA PC partnered
with Florida Operation: Military Kids and Bay District Schools in
                                        support of OMK’s first
                                        Annual Purple Up! For
                                        Military Kids Day. April
                                        marks the nation’s “Month of
                                        the Military Child” as a time to recognize and honor the sacrifices that
                                        all military-dependent children make and especially those who are
                                        experiencing deployment of an active duty military parent.

                                       This year Florida OMK invited everyone to join them on 13 April in
                                       wearing purple in a show of support for and appreciation of military
                                       children for their strength and resilience and
the sacrifices they make on sometimes a daily basis. The color purple symbolizes all
branches of the military.

Purple was seen throughout NSA PC as military members wore purple ribbon pins
and civilians wore purple clothing to commemorate the event. Employees of Naval
Surface Warfare Center Panama City Division (NSWC PCD) gathered in front of
the division's main administration building 110 wearing purple and sporting purple
balloons as a visible way to show support and thank military children for their
strength and sacrifices. Jeff Prater, PAO at NSWC PCD, commented, “This was the
first of what will hopefully become a fully-embraced annual military community
tradition.”

School Liaison Officer, Lynda Kent, partnered with Janet Psikogios, OMK Regional Program Coordinator, by
facilitating the event with NSA PC and Bay District Schools. School Superintendent, William (Bill) Husfelt,
relaxed the school uniform policy for Purple Up! and offered students the opportunity to join in and support their

fellow military-dependent students by wearing purple to school. Employees in the district office were not to be
outdone by the student support and also joined the celebration by donning their favorite purple apparel. Kent
said, “It was truly a fun day and very heartwarming to see all the support for our very deserving military
children.”

CYP Update 7 May 2012 Policy and process news from CNIC for CYP Professionals Navy Teen Council (NTC) - 19-25 March set a milestone for Navy CYP. 10 Navy teens from 10 different Navy installations representing six Navy Regions came together at the BGCA Keystone Conference in Ft. Worth, TX. This group of teens has effectively formed our Navy Teen Council (NTC). Through various trainings on teen advocacy, public speaking, bullying prevention, etc. the NTC has begun to build its goals, expectations, and communication plan. The overall mission of the NTC is to 1) Increase and improve communication between Navy teens and Navy leadership, 2) Increase the relevancy of Navy Youth Programs in teens' lives, and 3) Initiate change that will improve the quality of life for Navy teens worldwide. NEW CNIC Standardized Parent Handbook: All programs are required to provide a handbook to parents with children participating in Navy CYP. A standardized Navy CYP parent handbook has been developed to assist program directors in meeting this requirement and to ensure a standardized message is articulated to families registered in Navy CYP. The attached policy letter, CYP directors shall use the attached parent handbook to meet this requirement. Installation specific information is needed for some of the topic areas. Summer Camp Opportunities: OMK Camps – An offshoot of Army’s Operation: Military Kids Program, OMK camps are offered across the US for military children and youth who find themselves in the deployment cycle. Camps vary in the age group they serve and the activities involved. For more information visit http://www.operationmilitarykids.org/public/EventDetail.aspx?ID=3193. Teen Adventure Camps - These camps opportunities are offered for all military teens age 14-18. Camps vary in length and activities but are all designed for teens to explore high adventure activities such as climbing, kayaking, rafting, camping, etc. More information can be found at http://www.extension.purdue.edu/Adventure_camps/campshome.html. As part of the Adventure Camp program, three camps are also offered for children and youth with special needs. The NTC holds monthly conference calls and is continually communicating with CNIC's SAC/YP Coordinator and Program Specialists to mobilize teens on their installations and to initiate various projects. BGCA Keystone Conference - Approximately 2000 teens attended the BGCA Keystone Conference in Ft. Worth, Texas this past March. After several motivational speakers, well known music artists, and intentional training sessions, teens departed to better their clubs and communities. Through the fee assistance program, Navy families are eligible to receive monthly fee assistance to help offset the cost of child care in their communities. Programs Available Operation Military Child Care (OMCC) The OMCC program provides fee assistance for Families of Sailors who are deployed or attached to a ship. Military Child Care in Your Neighborhood (MCCYN) The MCCYN program provides fee assistance for families of Active Duty Sailors who are unable to access on- installation child care. Families living within 15 miles or 20 minutes of a Naval Base must be on the base child development center waitlist before applying for fee assistance. 7 May 2012 – Weekly CYP Update| 3

Exceptional Family Member Program (EFMP) Respite Care The EFMP program is specifically designed for Navy families who have children ages birth to 18 identified as Exceptional Family Members, category IV or V. The program provides 40 hours of respite care per month to support the unique child care needs of EFMP families. Please contact Child Care Aware® at 1-800-424-2246 for more information regarding eligibility and how to apply. Eligibility Requirements for OMCC & MCCYN • Fee assistance programs are provided for children ages birth through 12 years. • The Service Member’s spouse must be working or enrolled in school for the OMCC or MCCYN programs. Temporary assistance is available for spouses who are seeking employment. • All programs require families to use a provider with a state child care license who has been inspected within the last 12 months. For the MCCYN program, providers must meet additional high quality standards. How to Apply To apply for fee assistance, please visit our website at www.naccrra.org/navy/how-to-apply EXCEPTIONAL FAMILY MEMBER PROGRAM (EFMP) School Liaison Officers (SLO) and EFMP Case Liaisons (CL) partner to provide quality support services to special needs families: EFMP CLs provide information and referral regarding community support services that meet the specific needs of EFMP families, and help them navigate an often confusing and cumbersome support system. They serve as a link between families and military, national and local community resources. CLs also provide non-medical case management, and assist families in the development and maintenance of Individualized Services Plans (ISP). SLOs Together, SLOs and CLs will provide you with information, education and the tools you need to successfully advocate for yourself, your family and your EFM. CYP AROUND THE WORLD Old Dominion University Brings Seven Connection Centers and a Strong Partnership to Norfolk: KCMS News Team Salutes Military Students: http://vimeo.com/40119753 The NAF CYP kicked off the Month of the Military child with a parade to the flagpole. The children rode their bikes, scooters, walked, and was pushed in strollers and wagons to the flagpole. Then the children recited the national anthem, sang the grand old flag and then proceeded to the front of the thrift store to plant flowers and trees for earth day. NAS Jacksonville School Liaison Officer Dawn Mills, recently held a class for parents detailing the steps necessary to enroll their children in kindergarten for the upcoming school year. Parents who attended the meeting were impressed with the amount of information that Ms. Mills was able to provide them with, including information on magnet programs, impact aid, and the importance of parents filling out documents identifying their child as a military dependent when enrolling in local school systems. Ms. Mills was also instrumental in a recent visit to NAS Jacksonville by First Lady, Michelle Obama. Mrs. Obama held a conversation with 300 high school junior and senior girls as part of her JoiningForces initiative. The visit with Mrs. Obama also included a video feed of the "Ellen" show which subsequently aired on 16 April 2012. Each high school junior and senior girl in attendance received a $250 gift card from JC Penney, along with a gift bag of goodies. It was Ms. Mills who worked with the local schools to identify the junior and senior girls, get them official White House invitations, and ensured that they were taken care of while at the event. NDW Participates in U.S. Department of Education Military Student Forum As part of the Obama administration initiative to support military families, the U.S. Department of Education has focused on providing strengthened educational opportunities for children of military families. To this end, 15 military-connected high school/college students, representing all branches of service, in the National Capitol Region, have been invited to attend a meeting with U.S. Department of Education Secretary Arne Duncan to discuss their personal experiences of being a military student, how they have been supported throughout their educational career, and how they could be better supported in schools. There is a possibility that Dr. Jill Biden will also be in attendance. The meeting will take place at the U.S. Department of Education Administration Building on Monday, April 16, 2012 from 1300-1500. As of today, NDW has three military students confirmed for attendance all are from active duty families, and are from (1) NAS Pax River, (1) NSA Annapolis, (1) NSA South Potomac - Dahlgren. GTMO CYP Youth Performers CYP youth joined local band Sounds Like Chicken in performing songs requested by the audience during "Songolian Night" at The Bay View club. The event combines live music and Mongolian a dinner. In the pictures, 7th grader Leah Mason plays flute and 8th grader Chris Harris plays tuba with the group. Twelve GTMO youth musicians, grades 6-12, will travel to San Juan, Puerto Rico and perform with the choir and band at Antilles High School in Ft. Buchanan. NCBC Gulfport/Stennis Child & Youth Programs joined the Department of Defense and military communities worldwide in celebrating April as the Month of the Military Child. Through collaborative efforts with on and off- installation entities, an array of innovative special events for parents and children were hosted April 2-7, 2012. Approximately 800 children and parents had the opportunity to receive beneficial resources and take part in the following special events: Easter egg hunts, CBC Fire House safety demonstrations, face painting, carnival games, moon bounces, a rock climbing wall, laser tag, Stennis Space Center Astro Camp, and interactive activities with Mobile Games. 7 May 2012 – Weekly CYP Update| 6

Day Celebration by Lynda Kent, School Liaison Officer, NSA PC Month of the Military Child was celebrated this year at Naval Support Activity Panama City in a special way. NSA PC partnered with Florida Operation: Military Kids and Bay District Schools in support of OMK’s first Annual Purple Up! For Military Kids Day. April marks the nation’s “Month of the Military Child” as a time to recognize and honor the sacrifices that all military-dependent children make and especially those who are experiencing deployment of an active duty military parent. This year Florida OMK invited everyone to join them on 13 April in wearing purple in a show of support for and appreciation of military children for their strength and resilience and the sacrifices they make on sometimes a daily basis. The color purple symbolizes all branches of the military. Purple was seen throughout NSA PC as military members wore purple ribbon pins and civilians wore purple clothing to commemorate the event. Employees of Naval Surface Warfare Center Panama City Division (NSWC PCD) gathered in front of the division's main administration building 110 wearing purple and sporting purple balloons as a visible way to show support and thank military children for their strength and sacrifices. Jeff Prater, PAO at NSWC PCD, commented, “This was the first of what will hopefully become a fully-embraced annual military community tradition.” School Liaison Officer, Lynda Kent, partnered with Janet Psikogios, OMK Regional Program Coordinator, by facilitating the event with NSA PC and Bay District Schools. School Superintendent, William (Bill) Husfelt, relaxed the school uniform policy for Purple Up! and offered students the opportunity to join in and support their 7 May 2012 – Weekly CYP Update| 7
  • 8. fellow military-dependent students by wearing purple to school. Employees in the district office were not to be outdone by the student support and also joined the celebration by donning their favorite purple apparel. Kent said, “It was truly a fun day and very heartwarming to see all the support for our very deserving military children.” Easter GTMO Style Pool Fun!! Face Painting!! Family Fun!! Easter Bunny!!
