 这些每年增加的人民，都需要： The additional citizens every year will need extra:-  食物 Food;  衣服 Clothing;  教育 Education, 设施 facilities;  屋子 Housing, 交通 transport, 保健 health care;  就业机会等等 Employment opportunities etc. 4

 这些收入从何而来？ Where will the income (money) come from? 这些增加的人口的就业机会从何而来？ Where will the jobs come from for these additional population (over ½ million every year!) 这些，必须由一个每年成长的国家经济发展计划，特别是制造业和服务业来供应。 These have to come from an expanding national economy’s development programme over the years, especially in the manufacturing and services industries. 5

 中小企业必须掌握科技、生产力和管理技能，才能提供具国际竞争力的产品和服务。 SMEs need to acquire technology, production and management skills to supply internationally competitive products & services. 因此，中小企业的营运者和员工，必须有合栺的技能，才能在他们企业的制造及服务上，明白及运用最新的科技。 To do so, SME operators & workers must be technically qualified to understand & apply the latest new technology in their manufacturing & service enterprises. 6

 这就是为什么我们必须鼓励及协助更多的大马青年，取得技职培训及认证，作为更具竞争力的中小企业的基础。 This is where we have to encourage & assist more young Malaysians to acquire technical & vocational training & certification as a base to become competitive SMEs. 7

3. 协助培育更多受训的技工，以解决国内工业发展及中小企业所面对的技术员工短缺问题。 To help foster more trained technical & vocational workers to overcome the shortage of skilled manpower in our country’s Small and Medium Enterprises (SMEs) and industrial development.4. 足够的熟练技术员工，能够协助吸引外来直接投资，幵将国内现有的外来投资者留住。 Adequate number of skilled technical workers and tradesmen will help to attract FDI as well as retain existing foreign investors in the country. 13

成为受承认技工的优势 Advantages of Being an Certified Technician 1. 受训的技工可在国内外获得更高薪资的工作，以及获得升职机会，可被擢升为管工、经理等。 Trained skilled workers will have no problem landing well paid-jobs, as well as to be promoted to supervisors, managers etc., not only in Malaysia, but also in overseas.2. 技职培训为制造业及服务业将来的企业家，提供一个良好的基础。 Technical and vocational training provides a strong foundation for future entrepreneurs in manufacturing and servicing sectors. 在考取了技职文凭之后，有兲员工（在获得一些工作经验后）可选择创业。 After acquiring the Technical and Vocational Training and Certification, the worker (with years of working experience) can become an entrepreneur. 14

3. 他们可以本身的技术资栺，竞投工程。而他们所受过的技术训练，让他们能够学习更新的技术，幵运用到本身的业务上。 They can tender for contracts with their technical qualification background. With these training, they will be able to access to newer technologies, as well as applied to their businesses. 15

在今天，不管是在马来西亚或外国，不管是技工、管工、经理、经理、投资或经商，都很强调技职认证。It is the norm now to emphasise on technical &vocational certification, in employment as skilledworkers, supervisors, managers, investment or doingbusiness either in Malaysia or in foreign countries. 16

技职教育的管道 Channels of Technical and Vocational Training 17

很多学生都错误地认为，政府的技职培训学院只供土著入读。即使没有，他们也不喜欢在文化差异的环境下学习。Most students have wrong perception that governmenttechnical & vocational schools are for Bumiputras only.Even if this is not the case, they don’t like such studyenvironment due to cultural differences.一些学生，尽管有意接受技职培训，却未能负担有兲学费。Some students could not afford the school fees even if theyare interested in technical & vocational training. 18

技职培训的类型 Type of Vocational Training 汽车维修、配甴线、冷气机维修、水管修理、机甴一体化、烧焊、压铸、精确机操作、烘焙、美容及化妆、健康护理、烹饪、美发、多媒体程序设计、裁缝、印刷、塑胶模制、木工等等 Car repair & maintenance, wiring, air-cond repair & maintenance, plumbing, mechatronic, welding, die-casting, precision tooling, bakery, beauty & cosmetic, health treatment, bakery, hair-dressing, multimedia programming, tailoring, printing, plastic moulding, woodwork and etc. 20

商会的角色 The Role of Chambers of Commerce 50

 我们常常发现，马来西亚的制造及服务业，特别是中小企业，常常抱着3 C的态度 – 投诉、批评、埋怨，说没有足够的熟练技工。 We have often come across the 3Cs of the manufacturing and service industries in Malaysia, especially among SMEs – i.e. Complaints, Criticise, Condemn on not enough skilled workers. 员工不断要求更好的薪资、更多的福利，但更短的工作时间。 Workers who clamour for more pay, more benefits, but want less working hour 51

 除了通过 3 C 来发泄我们的懊恼，我们是否应该采取一些实际及积极的行动，来改善这个情况？ Apart from the 3Cs which can serve to air our frustration, should we do something PRACTICAL AND POSITIVE about this situation? 例如，协助培训更多拥有良好态度的熟练技工！ Such as helping to train more skilled workers with the right attitude! 毕竟这个问题最终将影响我们的经济前景。 After all, this issue will affect our economic future. 52

 商团和协会，应该辅助政府，培训更多的熟练技术员工，不仅供现有的工业所需，也协助我们吸引及留着新的投资。 Trade organisations and associations should complement government efforts to train more skilled workers in the technical & vocational fields, for not only the existing industries but also the new investments that we are trying to attract and retain in Malaysia. 53

 作为国内工商界的领导，商会应该设立及领导工作组，由各相兲行团、协会、教育界人士及专家组成，拝定及推行工作计划，以培训更多熟练技工。 Being leaders in the country’s trade and industry community, the chambers and trade organisation should each set up and lead a working committee, comprising representatives from other relevant trade organisations, associations, educationists and professionals to formulate and implement an Action Plan to train more skilled workers. 54

成立工作委员会 Establishment of Special Task Force  委员会必须结合各界力量，涵盖教育界（中学校长、辅导老师、家教协会，以及当地技术学院负责人）、行团、乡团及任何有意愿、有能力的人士 The Special Task Force must combine all forces, covering education industry (secondary school principals, counseling teachers, PIBGs and head of the local Institute of Technology), community and local associations and those capable people 委员会必须善用商会的资源～商会对工业界需求的了解、商会的人脉及网络、会所及基金等 The Special task Force must utilise the resources of chambers of commerce – chambers understand the needs of the industry, its contacts and networking, its buildings, its fund and etc. 56

成立工作委员会 Establishment of Special Task Force  委员会的工作方向必须明确地分为两部分： The direction of the Special Task Force must be clearly divided into two parts:  鼓励华裔子弟报读正规技术学院，以习得一技之长并获得证书； Encouraging Chinese youth to enroll into formal technical and vocational institutes to acquire necessary skills and obtain recognised certification;  鼓励在职技工考取认证，以加强竞争力 Encourage in-service technicians obtain certification in order to enhance their competitiveness. 57

拝定工作计划 Working Plan  委员会必须拟定短期、中期及长期工作计划，并设下目标，推行及定期检讨有关计划。 The Special Task Force must prepare short, medium and long-term work plan and set goals, to implement and regularly review the scheme. 委员会必须与当地的技术学院（政府或私立）保持良好联系，甚至加入学院的咨询顾问团，在学院的课程内容及招生标准上发挥影响力，确保没有行政偏差而影响华裔学生的录取，以及其课程内容的素质。 The Special Task Force must maintain good relationship with local technical and vocational institutes (both government or private), and even join in as consultants to the institutes, in order to influence the institutes’ courses content and admissions standards to ensure that no administrative error affecting the enrolment of Chinese students, as well as to the quality of the course content. 58

拝定工作计划 Working Plan  委员会负责委任适当的鉴证官人选，出任由总商会的鉴证官团，协助在职技工考取认证。委员会必须监督该鉴证官的素质，确保有关机制不被滥用。 The Special Task Force is responsible for the appointment of appropriate candidates to become audit officers representing the Chamber of Commerce, to assist the in-service technicians obtain certification. The Special Task Force must monitor and oversee the quality of the said officers to ensure that the mechanism is not abused. 59

宣传 Promotion  宣传的目的如下： Objectives of Promotion and publicity:  纠正一些人对技职培训及蓝领工作的偏见 Rectify the bias of some people towards technical training and blue-collar works  让华社了解工业界对技术工人的需求 For Chinese community to understand the industry’s needs for technicians and skilled workers  让学生及家长看到技术工作的发展前景 For students and parents to see the prospects of technical works 60

宣传 Promotion  让华社，特别是在职技工及雇主，了解认证的重要，以及没有认证的缺点 Let the Chinese community, especially the in-service technicians and employers understand the importance of certification and the shortcomings of no certification 让学校、学生及家长知道升学的管道，特别是政府的技术学院，鼓励华裔子弟善用政府提供的设备 Let the students and parents aware of the ways to further study, especially technical and vocational institutes, encouraging Chinese youth to utilise the facility provided by the government 61
