Problem• Management of complex organizational structures, such as cities,regions, countries is carried out within the uncertainty of the currentobject state evaluation and of its external influence on it.• In decision-making process of handling the situation human factorplays a big role, which results in increased errors probability andin extended time-period needed to analyze the situation;• Given the critical situation, a person may not be able to put a setof incidents into one logical chain, predict the situationdevelopment, and suggest adequate response measures;

SolutionIn addition to the core set of components, COSOC includes such independentmodules as: Models, Coloured Component Business Model, Analytic block,Environmental solutions.COSOC allows to:• collect and represent event messages;• display the status of the object in the colored component business model(CCBM);• recognize the logical connections between events;• support decision-making;• carry on forecasting developments;• automatically generate reports.

A colored component modelof the typical city (CCBM) that allows to display the object statushas been developed.• A mobile application for iOS and Android has been created.• The solution IBMIOC has been minutely analyzed and theexperience of the IBM system implementing has been acquired.• The works on the analysis of the "Smarter City" system forSkolkovo, Krasnodar Region, Pushchino development.What has been done so far?
