  • 3. Section 1 The Philippines is a democratic and republicanState. Sovereignty resides in the people and allgovernment authority emanates from them. © 2012 Charie Camilo. All rights reserved.

Section 2 The Philippines renounces war as an instrumentof national policy, adopts the generally acceptedprinciples of international law as part of the law of theland and adheres to the policy of peace, equality, justice,freedom, cooperation, and amity with all nations. © 2012 Charie Camilo.   • 5. Section 3 Civilian authority is, at all times, supreme overthe military. The Armed Forces of the Philippines is theprotector of the people and the State. Its goal is to securethe sovereignty of the State and the integrity of thenational territory. © 2012 Charie Camilo. All rights reserved.
  • 6. Section 4 The prime duty of the Government is to serveand protect the people. The Government may call uponthe people to defend the State and, in the fulfilmentthereof, all citizens may be required, under conditionsprovided by law, to render personal, military or civilservice. © 2012 Charie Camilo.   • 11. Section 8 The Philippines, consistent with the nationalinterest, adopts and pursues a policy of freedom fromnuclear weapons in its territory. © 2012 Charie Camilo. All rights reserved.

Section 9 The State shall promote a just and dynamicsocial order that will ensure the prosperity andindependence of the nation and free the people frompoverty through policies that provide adequate socialservices, promote full employment, a rising standard ofliving, and an improved quality of life for all. © 2012 Charie Camilo.   • 15. Section 12 The State recognizes the sanctity of family lifeand shall protect and strengthen the family as a basicautonomous social institution. It shall equally protect thelife of the mother and the life of the unborn fromconception.   • 16. Section 13 The State recognizes the vital role of the youth innation-building and shall promote and protect theirphysical, moral, spiritual, intellectual, and social well-being.
