  • 9:30 am – 10:00 am National Education Policy and Activity Update ● Jan Bray , CAE, Executive Director – Association for Career and Technical Education This session will provide an overview of positions and directions being explored by the Obama Administration and the Congress. Information and insights on legislation activity, the Stimulus funding and Departments of Education and Labor plans will be covered. Specific attention will be given to areas that impact the energy industry.
  • On December 10, the House of Representatives voted to pass H.R. 3288, an omnibus appropriations bill containing final FY 2010 funding levels for programs under the departments of Labor, Health and Human Services, and Education, as well as the components of five other appropriations bills. The Senate passed the bill on December 13, 2009. In the omnibus, the entire LHHSED budget is increased by $8.5 billion over FY 2009 levels, but education programs received few increases. The Carl D. Perkins Career and Technical Education Act is funded at $1.27 billion, which is equal to the FY 2009 level .
  • Two reports have been released this week discussing the dismal future of the federal budget. The Center for America’s Progress report, A Path to Balance and the Peterson-Pew’s Commission on Budget Reform report, Red Ink Rising: A Call to Action to Stem the Mounting Federal Debt seem to agree on many issues regarding the staggering debt of the federal budget. Both groups point to a combination of cutting taxes and increasing spending over the past eight years as the cause of current deficits. Both groups believe that Congress needs to adopt a timeline to balance the budget through both revenue increases and spending reductions. They also believe that this timeline must stretch over many years and must not begin too quickly. They say that if a plan of reducing expenses and increasing taxes is not followed the debt will continue to grow and another financial crisis is likely to happen. These thoughts were echoed when I attended a breakfast with a top staffer on the House Budget Committee. This staff member said that it will become necessary in the future to raise taxes and cut expenses, but was very clear that now is not the time to do it. He stressed that when in a recession it is necessary to spend to ensure that people have programs and resources to help in this difficult time. He says that once the economy is on better footing, reducing the federal debt will be a top concern. ACTE follows the budget cycle extremely closely and will continue to keep you updated on what budget policy experts are saying publicly. Both these reports indicate that we will be facing lean years of federal funding once the recession is over.
  • Tech Prep was not the only program to be consolidated; the administration proposed 38 programs to be consolidated into 11 funding streams and eliminated six other programs in the Elementary Secondary Education Act (ESEA). Along with the consolidation, the administration proposes to increase funding for ESEA by $3 billion, which includes expansion of the Race to the Top, $500 million for Investing in Innovation Fund, and an increase in funds for charter schools. The budget also reserves an additional $1 billion for congress to use if ESEA is reauthorized this year. The administration hopes to streamline ESEA and eliminate duplicative or wasteful programs and is relying heavily on congress to reauthorize ESEA this year.
  • Jan – you might mention that some programs which have been consolidated and re-names may be open to CTE pending the changes from formula to competitive grants but we will need to monitor and find out more info as the process evolves.
  • Specific allocations and spending offsets are not yet known in the Senate. It is expected that components will be similar to the House except it does not expect to include Federal Work Study Legislation will begin to move after health care reform
