After completing his undergraduate studies at the University of Michigan, Ann Arbor in 1976, he graduated from the Wayne State University School of Medicine in 1980. Dr. Harkaway completed his Residency in Internal Medicine at St. Joseph Mercy Hospital in Ann Arbor in 1984 and his Fellowship in Pulmonary and Critical Care Medicine in 1986 at Henry Ford Hospital in Detroit. He is currently a practicing physician with the Pulmonary and Critical Care Division of Michigan Multispecialty Physicians PC and serves as the President of the Huron Valley Physicians Association in Ann Arbor, Michigan. Christopher Priest, Director, Bureau of Medicaid Policy and Actuarial Services Chris Priest was named Director of the Bureau of Medicaid Policy and Actuarial Services in May, 2010. Prior to his current appointment, Chris was Director of the State of Michigan’s Washington D.C. office, advised two Governors from the State of Indiana and the private sector on health and Medicaid policy, and worked in the Indiana Family and Social Services Administration. Chris has a Master’s Degree in Public Policy from George Mason University in Virginia and a Bachelor’s Degree in Public Affairs from Indiana University.
  4. 4. Laura Appel is vice president of Federal Policy and Advocacy for the Michigan Health & Hospital Association. In this role she works at the federal level to represent the interests of Michigan hospitals and health systems in both the legislative and regulatory arenas on key issues. Prior to coming to the MHA, Ms. Appel was the staff director for the Democratic Policy Staff for the Michigan House of Representatives. She also spent 12 years as a legislative policy analyst and did regulatory work for the Michigan Insurance Bureau (now OFIR). Since joining the MHA staff in 2000, Ms. Appel has helped broaden the Critical Access Hospital designation through state legislation, procured $400,000 in federal funds earmarked for MHA’s Keystone Surgery Project, and lobbied for the passage of Patient Safety Organization legislation.
