    为什么要发展开放教育资源？

    目前全世界三百所大学提供了大约 3000 多门开放课程。 如：麻省理工大学将其所有的课堂教学资料发布到网上。

    The Utah State University 的开放教育资源项目，提供了“通过考试获得学分” 的选择，所以自学者可以通过使用 USU 的开放教育资源获得学历。

Standards – as is usual with JISC we want to see appropriate standards used where appropriate, eg: IMS Content Packaging IMS Common Cartridge Common standards like RSS, Atom ... but we do not want their use to be a barrier to the release of resources. Standards should be used where they aid useful release. UKOER will help us to learn more about what forms of resource description are appropriate / useful in different contexts
