The Planner – Influence on CAPEX and OPEXPower Budgeting is critical, especially in PONs as the system will power willdrop over the lifespan due to component mishandling, damage and generalwear and tear increasing OPEX with callout and repair costs/system upgradesFibre standards must match the technology or extra losses will be introducedduring installation, such as bend sensitive fibre in MDU distributionintroducing macro-bending, again ramping up OPEXTopology chosen will affect the CAPEX, minimise plant for distribution,maximise the use of all available deliver options – water, gas, sewageTechnology, choosing the right system can increase the range of servicesavailable such as RFoG for DVB, Ethernet, Integration reduces outlay onexpensive hardware, avoids duplication and rationalises NetworkManagementAlways consider expansion and technology advances within the networklifespan

The PlannerWe assume the Planner is an experienced engineer, but could come from a copper orlonghaul background so training in the following is essential to plan FTTH networksto MDUsHow to Power Budget for PON and MDUStandards and technologies for networks and services, feasibility of integration,Distribution Techniques for to the MDU and within including duct sharingFibre component selection to suit FTTH both external and within home/MDUdistribution, and what technology is around the corner

The InstallerMost Installers come from a copper background, theTechniques used in FTTH deployment need to bemuch more preciseQuality installation essential – Bend Insensitive Fibre handled correctly APC Connectors, Quality ToolsRigorous adherence to standards – Awareness at all levels, i.e. if the wrongFibre or connectors are used this could greatly affect the budget andincrease OPEXAccurate splicing and connector cleanliness right down to the point ofdelivery.

The InstallerInstallation TechniquesAir Blown or Push Fibre can reduce initial installation CAPEX of MDUdistribution and provides cheap expansion/replacement of fibrethroughout network lifespan driving down OPEX, pre-terminated cablingreduces timelinesInstalling in existing ducts, utility pipes, overhead requires uniqueconsiderations but can provide large saving on CAPEX but risks the OPEX ifnot done properlyCopper can be used in MDU from the ONU but should be treated as datacabling rather than voiceTeam Work is essential and where multiple disciplines are involved in afibre deployment the installer must be professional and work well withthe other operatives to a common purpose

Installation - Fibre HandlingBends in the internal fibre cause losses –critical at the distant end of a PONConnectors left dirty or badly fitted cause reflectance and lossesDirty connectors can become damaged connectors – permanentlyCall backs and fault rectification increase OPEX in an area where PONs shouldrepresent savings over active networks they replace

The InstallerThe Installer must –Know the range of distribution techniques along the last mile as well aswithin the MDUUnderstand fibre care - losses incurred due to bends, dirty or damagedconnectors (Inspect, connect)Adhere to safety considerations when working with Fibre OpticsBe aware of copper distribution methods for high speed networks usuallyfound in office environments
  • 16. Testing and CommissioningTesting must verify the budget and comply with the standardsInitial network testing should be thoroughThe Network should be tested down to the most distant subscriber

Testing and CommissioningInitial expenditure on qualified fibre test engineers can reduce OPEX byidentifying system losses and reflectance before activationRigorous checking of network connectivity, colour codes and labelling willminimise management burden and OPEX on maintenance tasks and makeadd-ons quicker and easier (and influence future FTTH projects)Characterisation of PONs is especially difficult due to splitter lossOnce the Network goes live – testing requires PON Power Meters and outof band OTDRs
